The SPAK file against Ini of Vlora does not only recount a series of criminal events, but the way in which a figure is built and consolidated within the underworld. Inez Hajrulla is considered the key figure of the group that is based in the 'Oslo' complex in the Lungomare area of Vlora.
The beginnings of this group date back many years, to a time when one name dominated the criminal scene in Vlora: Edison Harizaj.
Known as "Edison Burnt Face," a nickname he had borne since childhood because of a mark on his face, he was not just an individual involved in crime. He was a figure who had built influence.
Previously convicted of murder, after his release from prison he did not retreat. On the contrary, he came back stronger, building a network of connections that extended beyond Vlora, to well-known names in the criminal world in the country.
His base was clear: the “Cold Water” area. The complex known as the “7 Oslo Palaces,” where the group he left behind continues to have its base.
A territory that was not simply a residence, but a control point. At that time he was considered the "Godfather" of the city. A figure who did not need to be exposed often to be present. But every structure, no matter how strong it seems, has a moment of breaking.
After this event, investigations touched on several well-known names, including people who are now wanted for involvement in criminal structures and international drug trafficking. But even today, 8 years after the event, the perpetrator remains unaccounted for.
But what matters most is what happened next, because the killing of such a figure did not destroy the structure; it transformed it. There was no void, there was no dissolution, there was continuity.
And in this continuity, another name appeared on the scene: Inez Hajrulla. One of Harizaj's closest people. A figure who until then had remained mostly behind the scenes, but who, after his elimination, took on another role.
According to investigations, he inherited not only activity... but also conflicts. Because in this world, power does not pass cleanly.
He always comes with debts, enemies, and open accounts. And this is where the next phase begins. Hajrulla not only consolidated his position within the group, but was considered the figure who would continue the line started earlier.
He was known as one of the closest people to "Il Padrino", and before his execution there were suspicions that he was finishing his work in the field.
"Inez Hajrulla, who took over after the execution of Edison Harizaj, has been attempted to be assassinated on at least three occasions; in one case, a bomb was even placed inside her car, and she lost a leg," said Alban Qafa, a lawyer.
By exposing himself as the 'Faceless' ground man, 'Ini' was marked as a target by his opponents. The first assassination attempt against him was made in November 2017, an episode that would clearly show that he had already entered a phase where clashes were no longer resolved with warnings.
At the time, only 24 years old, Inez Hajrulla was driving a Jeep in the area known as “Bishti i Kalldrëmit” in Vlora. While she was walking, an explosive device placed in the front of the engine was activated.
The force of the explosion destroyed the front of the vehicle. The consequences of the attack were severe and permanent. As a result of the injuries sustained, INI lost one of his legs, for which he was nicknamed "The Cripple" from that time on.
Two years after the explosive attack, Inez Hajrulla's name is once again at the center of an organized attack, this time with firearms, confirming that the attack on him was not episodic, but continuous.

On May 10, 2019, in the "Cold Water" area of Vlora, Inez Hajrulla was sitting in a bar on Lungomare, precisely in the 'OSLO' complex, when he was shot at by a moving vehicle.
A typical assassination scheme, where the perpetrators strike on the move and immediately leave the scene, minimizing the risk of identification.
