The Court of Appeal has dismissed crime boss Igor Kukonov's request not to be extradited to Russia.
The court of Shkodra has previously expressed "in favor" of the extradition of the Russian citizen Igor Kokunov, who is accused of the criminal offense of assuming duties in the high hierarchy of criminal structures in Russia.
It is known that the document for extradition was signed by the deputy general prosecutor of Russia and not by the prosecutor or the minister of justice of Russia and this contradicts the International Convention.
Referring to media reports, the Court of Appeal of General Jurisdiction informs the following:
On 26.08.2023, at the Muriqan Shkodër border crossing point, a Russian citizen with the initials IK was arrested. This citizen has been declared an international wanted by Interpol NCB Moscow, referring to the criminal administrative decision given by the Moscow Court on 18.02.2022. The Russian court has imposed on him the security measure "arrest in prison", as a suspect for committing the criminal offense "Taking a higher position in the criminal hierarchy", provided by article 210/1 of the Criminal Code of the Republic of Russia and the maximum penalty of this provision is 15 years imprisonment.
The Court of First Instance of the General Jurisdiction of Shkodër has conducted the trial regarding the permission of the extradition of the Russian citizen with the initials I. K, as a result of the implementation of the criminal administrative decision "arrest in prison" given by the Moscow Court on 18.02. 2022.
The Court of First Instance of Shkodra General Jurisdiction, with decision no. 578 (4901), dated 14.11.2023, decided:
Acceptance of the request.
Allowing the extradition of citizen K as a result of the implementation of the administrative criminal decision "arrest in prison" given by the Moscow Court on 18.02.2022.
A copy of this decision shall be communicated to the Ministry of Justice of the Republic of Albania and the Embassy of the Russian Federation in the Republic of Albania.
The appeal case was examined on the basis of the appeal made by the person under investigation with the initials I. K, who requested the change of the decision and the refusal of extradition to the Russian Federation.
At the end of the trial, today on 20.03.2024, the Court of Appeal of General Jurisdiction, composed of the panel with Judge Ms. Lutfije Celami decided:
-Enforcement of decision no. 578 (4901), dt. 14.11.2023 of the Court of First Instance of the General Jurisdiction of Shkodër.
-A copy of the decision is communicated to the Ministry of Justice of the Republic of Albania and the Embassy of the Russian Federation in the Republic of Albania.
