The testimony of Peqin prison officials, after the murder of Arben Lleshi by Sokol Mjacaj, has been revealed.
Qani Muça stated in his testimony that he had not yet signed his appointment as the chief of the prison police. He says that since October 2022 he has held the position of Special Regime Specialist "41Bis", but the General Director of Prisons, Admir Abria, ordered his appointment as the Chief of the Prison Police.
In the testimony given, Muça claims that he refused this task with the argument that for personal reasons he is unable to perform this task. But according to him, the director of the prison told him that since it is an order, he should cover his duty as the chief of the prison police, alongside that of the specialist of the Special Regime "41Bis".
Also, Qani Muça stated that on the day when the murder took place, December 15, the Director of the Prison Police, Paulin Rajta, was also in the high security prison for an inspection, to whom he also told that he was unable to perform the duty as chief of the prison police.
"I have been part of the prison system for 17 years. In October 2022, I was transferred from IEVP Elbasan to IEVP Peqin, with the duty of Special Regime Specialist "41Bis". Yesterday, on 14.12.2023, I was informed by the Director of the Institution, Kamber Hoxha, with an order of the General Director of Prisons, Mr. Admir Abria for my appointment as Chief of Police of IEVP Peqin. From the moment of communication, I have declared to the Director of the Institution that I have not been asked nor have I considered being appointed to this position and that for personal reasons I do not think that I am able to perform this task and will not I accept its receipt. On the part of the Director of the Institution, he told me that since the General Director's order has been issued and we currently have no one else to appoint him to this task, try to cover the performance of this task, in addition to your functional task, until this problem with the instances is resolved. of the denomination.
So, since yesterday, in addition to my functional task as a specialist of the special regime, which in this institution also covers the task of the detention specialist, I have tried to cover the task of the Chief of Police. I would like to point out that during the day yesterday, the Director of the Police of Prisons, Senior Director Paulin Rajta, came to this institution for an inspection, to whom he expressed the same position that he does not agree and that I cannot undertake the duties of Chief of Police. On his part, I was asked to continue as much as possible to cover this task, in addition to my functional task, until he discussed this problem with the General Director and would give me an answer.
Today, I continued to perform my functional duties as a Special Regime and Detention Specialist. Based on the regulation of the General Directorate of Prisons, the acceptance and handing over of the office of Chief of Police of the institution is done with the Commission, within a period of up to 5 (five) days, where the person signs the minutes for the acceptance and handing over of the functional task who hands over the office of Chief of Police and the person who receives this office. Before the minutes are signed, the documentation that was administered by the Chief of Police who is handing over the duty is taken over. I haven't signed this record yet, since I haven't taken over the position of Chief of Police", Qani Muça testified.
