
Among the many affairs that SPAK has discovered in the file against Sali Berisha and Jamarbër Malltez is the privatization of land in Porto Romano. According to SPAK, the son-in-law of the prime minister of that time was also favored there, as Damir Fazlliç appears on stage.
But what really happened? Why does SPAK not open this file on its own, since the facts show that we are dealing with a genuine corruption scheme. "Pamphlet" is bringing back to the public the entire history of Porto Romano, as this case has been covered dozens of times in the media.
The scandal of Porto Romano
Sali Berisha in the eight years of his government, four years with the right-wing allies and four years with Ilir Meta, gave everything with a concession, starting from Porto Romano to 'Fiscal Stamps'. And during this entire period, there was only one reliable partner with whom he cooperated closely, his Serbian-Bosnian friend Damir Fazllič.
It is understood that together with him, the children of the former prime minister, Argita Malltezi Berisha and Shkelzen Berisha, have been mediators and direct beneficiaries. Who have been involved in all possible affairs in the eight years of their father Sali Berisha's government.
Serbo-Bosnian Damir Fazlliç and Argita Berisha Malltezi, the friend and daughter of the former Prime Minister Sali Berisha, have benefited 1.75 million euros from the sale and purchase of land in the Porto Romano area, as they had prior information that the area would be turned into an energy park.
A benefit with a "hand", because Berisha, with a government decision after the purchase of Porto-Romano from Fazllič and Argita, declared it an energy park, and even approved and built the road to this land, previously bought by the duo in words.
History
Fazllic intended to establish an energy empire in the area of Porto Romano. In his companies, the administrator was Erion Isufi, Lulzim Basha's brother-in-law.
The accounting expert was Shpresa Breçani, granddaughter of former prime minister Sali Berisha. For legal assistance, he was supported by the legal office of Argita Malltez and Flutura Kola. The spouses of two lawyers, namely Jamarbër Malltezi and Florenc Kola, mediated for the purchase of land in Porto Romano.
Malltezi and Kola also appeared as buyers to the villagers, then selling the land to Fazllic several times more expensive. The scheme was accepted by Flutura Kola herself in the testimony given before the prosecutor, in an investigation that was opened under suspicion of money laundering.
Kola has sold a total of 8 plots worth 257 thousand euros, referring to the document that the Directorate of Prevention of Money Laundering addresses to the Prosecutor's Office. It states that there may be other contracts that have not been submitted.
In total, 14 hectares of land were secured on behalf of two Fazllic companies, managed by Erion Isufi. The price paid by Fazllic was 18 euros, while the villagers received only 10 euros per square meter.
Jamarbër Malltezi buys from members of the Matmuja family in Porto Romano plot number 18/24, with an area of 6512 square meters.
The sale value is about 7.8 million new lek, contract where the same property is sold to Fazllic's company from Malltezi. The total sales value is 117,000 euros or about 15 million ALL, that is, double. In this way, other plots from Malltezi and Kola were also acted upon. For 14 hectares, they have earned a total of over 1.1 million euros from this maneuver.
As soon as the transactions were closed, Berisha included the lands of Damir Fazlliç within the energy park of Porto Romano. The value of the land increased 8-fold. For 14 hectares of land, nearly 2.5 million euros were paid by the Bosnian businessman. Fazlić understood that Malltezi and Kola took half of the money, but he was still satisfied with the bargain. He knew exactly that Berisha would favor him. Flutura Kola revealed this to the prosecutor, when the investigations started.
Berisha was excused when he said that Porto Romano had declared Fatos Nano energy park since 2001. In fact, the essence of Fazllic's favoritism lay elsewhere. Exactly to Berisha's decision to expand the space of the park with the lands of the Bosnian businessman. / Pamphlet
