The Socialist Party members in the Tirana Municipal Council have wasted no time in initiating the procedures for the dismissal of the mayor, Erion Veliaj. Following Edi Rama's order at the SP Assembly and the meeting at the pink headquarters, the socialist councilors have today filed the official request for Veliaj's dismissal. A swift and politically orchestrated move, which is seen as an attempt to politically eliminate Veliaj.

In the submitted report, the official reason given is the mayor's absence from duty since February 10, 2025 due to arrest.

" As of February 10, 2025, we are in conditions in which the capital does not have its mayor elected and mandated by the people of the Capital due to the criminal process and the denial of his right to a free trial. The city of Tirana, with its unstoppable economic and social development, needs a mayor in office to follow up on matters, so this has necessitated the initiative of the group of left-wing councilors to initiate procedures for the dismissal of the current mayor, as a legal, political and moral obligation towards the citizens who voted to have a more developed Tirana, with more quality services and worthy of being the capital of Albania at the end of its path to being part of Europe ," it says.

But behind this legal formality, there is a clear truth: Rama and his political group are using the Municipal Council to undo the will of the citizens of Tirana who elected Veliaj by vote. Even the socialists themselves admit in the document that this does not imply recognition of criminal charges against the mayor, but simply a decision imposed by the logic of narrow political interest.

This development raises serious questions about the principle of the mandate given by the people. Veliaj is still the chosen one of the majority of the citizens of the capital, while his dismissal in the middle of the mandate seems more like a political blow than an administrative necessity.

The request will be reviewed on Tuesday, September 23, at the Municipal Council meeting. Meanwhile, Veliaj himself has warned that he will go to the Constitutional Court, opening a new front of war.

Following the meeting of the group of advisors of the Socialist Party, dated September 17, 2025, at 5:00 PM, request no. 31879 prot., dated September 18, 2025, was filed with the Secretariat of the Tirana Municipal Council.

The request signed by the group of councilors refers to Law 139/2015 'On Local Self-Government', as amended, article 62 letter c, which states: 'The mayor is dismissed by decision of the Council of Ministers in cases where: c) he is proposed for dismissal by the relevant Municipal Council for failure to appear for duty for an uninterrupted period of 3 months'.

The aforementioned request highlights the fact that as of February 10, 2025, the capital city has not had its elected and mandated mayor by the people of the capital due to the criminal process and the denial of his right to a fair trial. The city of Tirana, with its unstoppable economic and social development, needs a mayor in office to oversee its affairs, which has necessitated the initiative of the group of left-wing councilors to initiate procedures for the dismissal of the current mayor, as a legal, political and moral obligation to the citizens who voted to have a more developed Tirana, with more quality services and worthy of being the capital of Albania at the end of its path to becoming part of Europe.

The above reasons and need should not be interpreted as an acceptance of the findings or claims of the criminal process against the Mayor elected by the citizens of Tirana, but quite the opposite. The members of the Socialist Party in the Tirana Municipal Council rise to the level that the citizens of Tirana expect from their elected representatives, that of making decisions and providing solutions for the benefit of the public and citizen interest.

In view of the above, we ask for the consideration and approval of this draft act.
