Following the government's decision to raze the Palace of Congresses, the Telegraph Agency, and the "Zyber Hallulli" Children's Home to build towers, Edi Rama and the construction mafia have also put the Academy of Sciences building in the "red zone".
According to information received in "Pamphlet", the president of the Academy of Sciences, Skënder Gjinushi, has requested the government through the Territorial Development Agency and the Investment Corporation to construct a new building for the Academy in the multifunctional area of Bulevardi i Ri.
In his request, Gjinushi, who has usurped this institution with the clientelist support of Prime Minister Rama, claims that the current building is outdated, depreciated, dangerous, noisy, with outdated architecture and insufficient space for scientific activity.
But the truth is different: after the earthquake of November 26, 2019, the building was inspected by the Technical Institute of Construction and was assessed as stable, without technical depreciation and without risk from seismic vibrations. While in March 2026, the Academy building was declared a "First Category Cultural Monument with Special Protection".
The claim of lack of space is a made-up excuse, as the building has ample space and offices, enough that Gjinushi rents them out for banquets.
The request for a new building in another, "quieter" area seems like a prelude to the razing of the existing building in the center of Tirana and the conversion of the land and its garden into a tower block.
The Academy building is located within the Parliament area, which Rama declared at the SP Assembly on September 1, 2025, would be razed and developed as an urban area with towers.
It is understood that Rama and the construction mafia are planning a joint business project to transform the land of the Parliament, the Academy of Sciences, and, as rumored, the Tirana Castle, the Zogolls' residence and the DP headquarters into tower blocks. The razing of the Palace of Culture and ministerial buildings is not ruled out either.
Rama's madness, supported by greed and his capture by the mafia of money laundering through construction, is leading the country towards being treated as a private pasha./ Pamphlet
