Even in this campaign, Mayor Edison Memolla is continuing along the same lines, promising and granting approval for legalization permits, registration of land deeds in use, work and construction permits, licenses and distribution of food packages to families in need...

The case of the Mayor of Rrogozhina, Edison Memolla, shows that SPAK is not impressed by the perpetrators of electoral crime, even those sentenced to prison for this type of crime, who not only continue in office, but are part of the electoral campaign for the parliamentary elections.

On January 24, 2025, the Special Court of First Instance sentenced the mayor of Rrogozhina, Edison Memolla, to 1 year in prison and 5 years of deprivation of the right to exercise state functions.

SPAK prosecuted him and the Special Court found him guilty of two criminal offenses: Active corruption in elections and falsification of official documents, which according to the Criminal Code is called an electoral crime, using the post to collect votes for the mayoral mandate.

But the convicted Edison Memolla continues to remain at the head of the Municipality, and by decision of the central leadership of the Socialist Party, he has been appointed head of the electoral campaign in the Rrogozhina area.

On January 29, 2025, SPAK created the Task Force to track, detect, prevent, and crack down on electoral crime, but as this case shows, this structure is not functioning.

He was convicted of collecting votes by influencing OSHEE bosses to favor electricity debtors and paying bills to families in need in exchange for votes for himself.

But even in this campaign, Mayor Edison Memolla is continuing his electoral crime, promising and granting approval for legalization permits, registration of land deeds in use, work and construction permits, licenses, and distribution of food packages to poor families.

Meanwhile, SPAK, which brought him to trial where he was sentenced to 1 year in prison, is not touching the mayor of Edison Memolla, even though he is once again committing electoral crimes to collect votes.

The minimum procedural thing that SPAK should have done after his 1-year prison sentence for an electoral crime would have been to implement the criminal provision, with the request for suspension from duty, until the conclusion of the second-instance trial.

But Mayor Edison Memolla has been allowed to remain in office and is continuing to commit electoral crimes; which SPAK pretends not to know about, although there are several denunciations./ Pamphlet
