"Avoid arrogance, be as modest as possible," the document states. "Not a moment of cynicism, but understanding," the instruction continues.
Equally significant is the orientation not to attack the protest or its participants. "Not the accusations of the protesters, nor the protest, but of the elements within it," the document states.
