The deputy of the Democratic Party, Jorida Tabaku, has spoken about the government's recent decision to give two buildings and government properties for construction in valuable areas to build palaces.

She stated that the engagement of the state as a realtor at a time when it should think about how to stimulate the economy by producing a truncated economic vision that focuses only on construction.

Tabaku also analyzed the economic growth of the country, which has been focused on construction, but which at the end of the day has only produced an economic growth for the minority while the majority of Albanians do not benefit.

She pointed out that Albanians have a low per capita income compared to other Western Balkan countries. Therefore, according to her, the focus on a real estate state does not produce a better economy for Albanians but for a minority.

Tabaku ironizes by saying that cadastral offices, property agencies, universities are demolished to build buildings, where according to her this is the example of the economic model in Albania, this is what attracts foreign investments in Albania.

Dear colleagues, in the last few days we have come to know about a decision which actually caused a lot of surprises. With the decision that the Albanian Government, in addition to all the other businesses it carries out, has started to become a land realtor, it also started giving permits for public properties which it is already giving for development. In a normal country, in a normal state, this would be a big question mark for everyone, in a country where, as we have discussed over time, and where construction has unfortunately turned into a major business where the money of organized crime is laundered, where the money of corruption is cleaned this raises a very big question.

Taking into account the data that is provided for the economy these days, but also for foreign investments, where 22% of all foreign direct investments today go to the construction sector, which has become the sector that launders the most money, there is a big question mark, extraordinary what is happening today with construction in Albania. Who is the economic model that we are promoting today, who is the economic model that we are promoting today and where will the economic growth for Albania come from?

A few years ago the Investment Corporation was built, a corporation that many of us here opposed, and a corporation that I believe could not work in any other normal country. After 4 years, the Investment Corporation received only salaries and vegetated without performing any services, a few weeks ago it received 28 public properties in its ownership and 198,000 m2 of construction. These public properties but at the same time these public institutions because they are public institutions, the Investment Corporation has begun to give little by little to build.

Is it possible in this country that there is an economy that does not produce, where exports have been in an extraordinary question mark considering the fact that today we have a devaluation of the euro that we have an economic model that should stimulate economic growth. The Albanian government began to undertake adventures, give public institutions for development, demolish offices, build palaces and turn into an ordinary real estate agent! And to turn into a real estate agency which does not aim to provide public goods, but today aims to provide public properties for development.

Is it possible in a public administration which is bigger and bigger every day in comparison to the % of the population that just leaves, for this Government to think only about the offices? As soon as you came to power in 2013, the main discussion was the construction of offices, the OSSHE building, endless buildings of dependency institutions, with reconstruction funds, 40% were buildings and offices, while we are now returning to the leasing of public properties .

What is happening with the Investment Corporation on the one hand, but also with the demolition of public institutions and the giving of these buildings for construction, for me, is a very big question mark. At a time when we are discussing corruption, for an endemic corruption that today affects 52% of the population who consider it a security risk, the Government starts and undertakes such adventures. Does the government have little work? Is there enough work with the distribution of public goods, improvements in education, health, but at the same time in many other areas that the Prime Minister and a mayor should come to demolish public buildings and give construction permits?

What economic model are we building? Where will Albania's economic growth come from? Agriculture in the last three years has had zero growth as a percentage of GDP. In 2023 agriculture fell by 0.63% and the decline in agriculture, the strongest decline since 1997, shows that the economic model that Albania has today is not producing. Albania is not exporting today as a result of the devaluation of the euro, the entire market and the market related to the production business today is in a big question mark where 175 thousand employees are leaving their jobs and closing the doors of businesses as a result of the money informal and we open the doors to an abusive and corrupt sector like the construction sector in Tirana.

Mbi 1 milionë m2 ndërtim leje janë dhënë në qytetin e Tiranës vetëm në 5-6 vitet e fundit ndërkohë që bëhen gati dhe 200 mijë m2 ndërtim pronë publike, prishen zyra kadastre, agjensi prone, universitete, prishen për të ndërtuar pallate; ky është shembulli i modelit ekonomik në Shqipëri, kjo është ajo që tërheq investimet e huaja në Shqipëri. Shqipëria nuk merret sesi mund të diversifikojmë energjinë, si mund të shfrytëzojmë burimet natyrore, si mund të rrisim eksportet po Shqipëria merret dhe shet një model ekonomik që nuk prodhon, një model ekonomik i cili nuk ndikon në ekonomi, që nuk sjell punësim dhe një model ekonomik që nxit dhe favorizon korrupsionin, pastrimin e parasë, atë për të cilën e ka faqen të nxirë Shqipëria në të gjitha raportet ndërkombëtare. Këto janë dy sfidat më të mëdhaja që ka sot ekonomia: paraja informale, ekonomia informale që po pastrohet përmes biznesit të ndërtimit, që duket do të vazhdojë me lojërat e fatit, që ka vazhduar dhe ka penetruar deri në turizëm dhe nga ana tjetër shqetësimi që kemi sot për të gjithë sektorët e tjerë që janë në pikëpyetje. Kemi 20% të PBB që vjen nga turizmi, është rritur turizmi thonë qeveritarët por si ndikon kjo në ekonomi? A është rritur bujqësia si rezultat i turizmit? Jo, përkundrazi po bie. A po rritet konsumi si rezultat i turizmit? Jo, përkundrazi po bie sepse në pikun e sezonit vjet në gusht, konsumi ra me 0.65%.

Cfarë po ndodh atëherë me ekonominë shqiptare? Cfarë po ndodh që nuk ka ekonomistë në botë, nuk ka ekonomi në botë që të shpjegojë sesi mundet që të rritet numri i turistëve dhe mos të japë në ekonomi? Sepse modeli që kanë zgjedhur, ku një pjesë e madhe rreth 90% shkon vetëm tek 5% e popullsisë, tek ata që sot po ndërtojnë , po marrin kontrata koncensionesh, po marrin kontrata, tenderime publike, pikërisht aty ku shkon pasuria nuk shpërndahet në gjithë shtresat e tjera. Dhe ky korrupsioni i nivelit të lartë që fatkeqësisht vjen e bëhet me ligje në këtë Parlament, që është shtrirë endemik në cdo qelizë, në cdo qelizë sot të ekonomisë shqiptare, ka shëmbëlltyrë dhe formë më të mirë sot biznesin e ndërtimit, ku shkëlqen Bashkia e Tiranës, ku shkëlqen ai që s’do jepte asnjë leje ndërtimi e që sot është duke i marrë frymën Tiranës, se po e mbyt Tiranën jo vetëm me leje ndërtimi po po vret njëkohësisht cdo punonjës, cdo zyrtar, cdo qytetar të shtresës së mesme me një rritje artificiale cmimesh që nuk shpjegohet as nga ekonomia, nuk shpjegohet as nga logjika e thjeshtë matematike por shpjegohet vetëm me korrupsionin e pastrimin e parave ndërmjet sigurisht atyre me rekorde kriminale që sot po penetrojnë në ekonomi.

The Investment Corporation Law should not have existed, the law on strategic investment should not have existed, laws related to preferential sectors affecting individuals should not exist or be part of the discussion. Because this bespoke law-making and bespoke corruption that comes and is formalized here in the Parliament has unfortunately stifled the economy and is producing today this barren model where the income of Albanians is as much as 34% of the income of a citizen in the EU but at the same time they are last in the region in the Western Balkans.

And when we talk about the integration process, and when we talk about discussions of public administration and advancement in this process, we forget to say that Albania today is unfortunately the last in terms of indicators, per capita of income in the Western Balkans, part of budget that goes to salaries, social issues and fails to be a vanguard in the region precisely for this element related to citizens. Then, everything else is propaganda of the day, these big words, with Albania leading in the region, are certainly only in the dreams and fantasies of the governors.
