For 7 years, in violation of the instructions of the Ministry of Education and Sports on the criteria for the appointment and dismissal of principals and vice-principals of schools, in the city of Elbasan many principals and vice-principals. school principals lead these educational institutions without an appointment decision.
What answer can the former Minister of Education Evis Kushi give to the question: why were management positions held hostage in the Local Pre-University Education Offices (ZVAP) Elbasan?!
To be more specific, we are listing some of them:
- The principal of the general secondary school "Vasil Kamami" has been running the school for 7 years without appointment, but under command(!).
- Principals of general secondary schools "Kostandin Kristoforidhi", "Dhaskal Todri", "Mahir Domi" have been running unnamed schools for two years (!!!)... - Principals
of 9-year old schools "Fadil Gurmani", " Sul Misiri", "Qemal Haxhihasani 2", for two years they have been directing without an appointment. - In the "Mahir Domi" secondary school, in addition to the principal, the three vice-principals, since 3-4 years, also work without appointment, but with command(!!!).
Diplomas from part-time studies, the average grade of their university leaves something to be desired and not certified by the "School of Directors"... But there is no surprise

ZVAP Elbasan itself has its 16 employees in command and there are no signs that it will one day open the competition to appoint its employees(!)...
The questions that naturally arise after this extraordinary situation in pre-university education in Elbasan are:
Why does the Korçë Regional Directorate of Pre-University Education not conduct competitions for these jobs?!
And ZVAP Elbasan, why don't you declare these jobs for competition?
Why is the law on employment in pre-university education not implemented in Elbasan?
Who is holding hostage these leading positions in pre-university education in Elbasan?
And the new Minister of Education, Mrs. Ogerta Manastirliu, will he give up and release all these that we presented from the hostage situation?/ Pamphlet
