How SPAK is following the Croatian example to "nail" Ilir Meta...
Ilir Meta has launched a frontal war against Altin Duman, accusing him of trying to arrest him, take over his party, etc. But in reality, the one who wrote letters to take him to the cell is the prosecutor Sotir Kllapi. Dumani is really the head of SPAK and opened the CEZ-DIA file first, in fact Kllapi is the one who is now investigating the affair in question or the lobbying in the USA and is the one who has the fate of the former president in his hands.
But who is Sotir Kllapi, the prosecutor who can go down in history as the man who ended 30 years of impunity?
Sotir Kllapi graduated from the Magistrate's School in 2009. He first started working as a prosecutor in the Prosecutor's Office of Tirana. He then served as a prosecutor in Fier and Durrës until 2014. From 2014 to 2020, Sotir Kllapi headed the Pogradec Prosecutor's Office.
No disciplinary measures have been registered against Klapit. During his career, the prosecutor was evaluated very well by the Durrës Prosecutor's Office for the years 2012-2013, he was evaluated very well by the Progradec Prosecutor's Office for the years 2014, 2015 and 2016.
In May 2020, Kllapi was appointed by the High Prosecution Council in SPAK, being evaluated with 174 points, at the head of all candidates, leaving behind Dritan Prenc, Vladimir Mara and Dorina Bejko.
Prosecutor Kllapi successfully and easily passed the vetting process in May 2019. Kllapi was confirmed in office on May 13, 2019, being evaluated positively in the criterion of wealth, clean image and professional skills. After being appointed to SPAK, Kllapi participated in several trainings with experts from the USA and the EU.
"Sanader" scheme
In the case of Sali Berisha, Vangjush Dako or some other persons, SPAK has yielded to the investigations. However, in the case of Ilir Meta, prosecutor Kllapi, Dumani and BKH agents followed a very sophisticated scheme, which seems to send Meta behind bars for a long time. We can call it the " Sanader " scheme.
Reliable sources told " Pamphlet " that intensive work is being done in two directions. On the one hand, the CEZ-DIA file is being investigated (where Dumani is assisting), but on the other hand, we have another investigation, where several files have been joined. According to the sources, in the lobbying file in the USA, lawsuits for aesthetic interventions and for hiding wealth have been joined. Prosecutor Sotir Kllapi is investigating this merger of files for concealment of income, money laundering, concealment of assets and falsification of documents. Just as the investigations for CEZ-DIA are going on, the investigations are going on for the other file where many individuals have been questioned, as it came from the USA and a letter of order. Responses have also come from other countries regarding aesthetic interventions. It is learned that the SPAK has conducted wiretapping and provided other investigative materials, while there is also talk of remorseful witnesses. Also, SPAK provided SMS to Monika's phone, as it seems that there was also environmental monitoring of Meta. It is also learned that an investigation is being carried out for assets hidden outside of Meta, as all his and Monika's properties here have been entered into the scanner.
In short, SPAK is working in many directions and the plan is that when it goes to court, it will have a file complete with evidence and facts that "nail" the former president.
But this method that the Prosecutor's Office is following is similar to what the Croatian homologation "USKOK" did when it arrested the former prime minister, Ivo Sanader. His case is similar in many respects to Meta's. The former president is accused of having benefited by favoring CEZ-DIA. While Ivo Sander was convicted because he had benefited €10,000,000 from the Hungarian company "MOL", to favor it in the Croatian market.
Regarding the investigations, journalists reported that Sanader wore very expensive wristwatches, one of which was worth over 100,000 Euros. The investigation started after the first indications and it was very difficult to gather evidence. The investigation was carried out by a team consisting of 7 Prosecutors who worked 16 hours a day including Saturdays and Sundays. Important facts were obtained, leading to the conclusion that the former prime minister was involved in criminal corrupt activities. Various witnesses have been contacted where they have given very important facts especially for the beginning of the process.
During the investigation, more than 500 people were interrogated, some of them more than once repeatedly. One of them, an accomplice with the former prime minister, is Mladen Barisic and was questioned 19 times, as the prosecutors did not believe in his statements. Prosecutors have asked the court to install camera monitoring and audio recordings. Also, a detailed financial investigation was conducted regarding Sanader's wealth. There has been cooperation with the anti-money laundering agency, the tax administration and special legal assistance from Austria and the US.
More or less the same thing is happening with Meta. Sanader was sentenced 3 times with a total of nearly 18 years in prison and the signals are that this end is inevitable for the former Albanian president. / Pamphlet
