
How chapters 23-24 will sink the corrupt rulers...
After many months of waiting, Albania has taken an important step today towards EU integration.
The Albania-EU Intergovernmental Conference convened today in Luxembourg opened negotiations for the first group chapter with Albania. Hungary, which holds the EU's six-month presidency, called the Intergovernmental Conference, after the bloc's member countries agreed that Albania has met the necessary conditions for opening the first group-chapter that deals with fundamental rights.
Although the prime minister appeared very happy and even did not spare the jokes and eloquence, in fact this day will be a headache for politics and especially for those who are on the radar of justice. This, since the fight against corruption will be an essential element to go to membership.
To be more clear, Cluster 1 was opened today, which includes the following negotiating areas and chapters:
-The functioning of democratic institutions
- Public administration reform
-Chapter 23 – Judiciary and fundamental rights
-Chapter 24 – Justice, freedom and security
Economic criteria
-Chapter 5 – Public procurement
-Chapter 18 – Statistics
-Chapter 32 – Financial control
The EU also set interim benchmarks, both at the horizontal level for the group, and for chapters 23 and 24 (the rule of law chapters) that will need to be met before the next steps in the group's negotiation process can be taken. .
The essence of the whole meeting today is exactly the part above. The criteria for chapters 23 and 24 that must be fulfilled, since without them it does not move forward. Chapters 23 and 24 are "Achilles' heel".
A few years ago, the work started with chapter 1, which deals with the free movement of goods, and ended with chapter 33, which deals with the financial and budgetary aspect. But after the accession of Romania and Croatia, the methodology has changed. Chapters 23 and 24 open between the first and close last.
" Albania must: Make further progress with the creation of a registry for the seizure and confiscation of criminal assets resulting from criminal acts of corruption; further deepen financial investigations; to finalize the procedures for the establishment of specialized anti-corruption bodies, consisting of the Special Structure Against Corruption and Organized Crime, the National Bureau of Investigation to punish high-level corruption up to the political level. The responses of justice against high-level corruption have started to be concrete and this should continue ", says chapter 24.
In the same line is chapter 23, which states: " The current situation of the judicial system in Albania reflects the transition features of our society and, as such, is still far from European standards. Albanian citizens face every day phenomena such as corruption, the lack of professionalism, integrity and independence of judges and prosecutors, which bring serious obstacles to the proper functioning of justice and affect the reduction of public trust in its institutions. For this reason, the Albanian state and society are completely interested in the complete reformation of the justice system in Albania .
Croatia and Romania launched sensational arrests just as they opened these chapters. Thousands of officials were arrested there, including former prime ministers, ministers, deputies and mayors. Arrests have started in Albania, but the pressure will now be higher and there will be more support from the EU for SPAK. / Pamphlet
