The Council of Ministers has approved the changes in the law on the order of doctors. The Minister of Health, Albana Koçiu announced that a ceiling has been set for the working hours that doctors will be allowed to work in the private sector.

It was also stated that a public electronic register has been approved for doctors working in public structures, related to their private employment.

" The changes that we have proposed in the law and that were approved today with the latest government decision, in the law on the order of doctors, mainly consist in making public and transparent all the information for health professionals working in public structures in terms of commitments their own and private.

The other important change is the adoption of a public electronic registry that will guarantee even more transparency for any health professional working in public structures, regarding his private employment.

We have also set a ceiling on the hours of work for which a doctor working in the public sector can engage and work privately.

We have made clear the procedures for disciplinary measures and the relevant structures that will show their activity" , said Minister Koçiu.

Also, the minister said that service chiefs, with the approved legal changes, are prohibited from running their own private clinics.

"It is foreseen in the legal amendments that we approved today. There is also an adjustment to this point and it has to do with the fact that the managers of public health institutions are prohibited from owning private clinics and running private clinics while simultaneously being the owners of the structures state health hospitals and their private structures", she said.

Question: Mrs. Minister, to make it clearer since you said that the doctors will work with a defined schedule and it will be transparent and in private. What about service chiefs will be allowed to work in the private sector?

Koçiu: In fact, this is also a change foreseen in the legal changes which we approved today. There is also a regulation of this point and it has to do with the fact that the managers of public health institutions are prohibited from owning private clinics and running those private clinics and being holders simultaneously in state hospital structures and in their private structures.
