The head of the Special Prosecutor's Office, Altin Dumani, was asked today in Parliament by the head of the DP group Gazment Bardhi regarding the "Xibraka" file, if he privately received a message from Prime Minister Edi Rama.
Dumani replied to Bardhi by saying that he cannot give details as the case is under investigation, while regarding the information that Rama has sent a message to the head of SPAK through a high official to close the Xibraka file as soon as possible, Altin Dumani states that his relationship with the prime minister and every head of the institution is institutional and procedural.
"It does not receive and forward messages. I exercise my duties in accordance with the legal provisions", said Altin Dumani.

Gazment Bardhi: According to the information that the PD group has, it turns out that Prime Minister Rama through a citizen, I am not mentioning the name, you and I know very well who it is about, a public functionary sent a private message to the head of SPAK that the issue Xibraka' should be closed as soon as possible. I want to know, the answer that you forwarded to him, and after this answer, do you give a guarantee that this matter will be investigated unaffected?
Altin Dumani: I cannot give any comment because it is under investigation. Regarding the relationship of the prime minister or any other official, my relationships are only institutional and procedural. Institutional when the institutions need to cooperate and procedural when any of them is called. Does not receive and forward messages. I exercise my duties in accordance with the legal provisions.
SPAK reopened the "Xibraka" file in May of this year, while Olsi Rama appeared for this case before the prosecutors on June 28.
Gazmend Bardhi accuses Olsi Rama, the brother of Prime Minister Edi Rama, of being associated with a criminal organization of international cocaine trafficking in 2014 and called on the Prosecutor's Office to reopen the investigation to verify his role in the well-known cocaine laboratory file in Xibraka.
Bardhi referred to the documents of the Prosecution of Serious Crimes and the data of the TIMS system to prove, according to him, the fact that Olsi Rama used the same car during 2014 as the other convicts of the "Xibraka" file, where the police discovered at that time a cocaine processing laboratory in the village of the same name.
According to Bardhi, the connecting thread between Rama and the other members of the group was the car with license plate AA 653DM, used by them and registered in the TIMS system at the entrances and exits of the country.
The TIMS documents made available by Bardhi show that Olsi Rama entered the territory of Albania three times with this car on June 8, 2014, July 13, 2014 and August 8, 2014; respectively from the border points of Kapshtica, Qafë Thana and Qafë Botë.
The same car was used several times by Gentian Gjonaj from April to November 2014 and by Ermal Hoxha, the grandson of former dictator Enver Hoxha, in November 2014. BIRN was unable to independently verify the documents made available by White.
According to Bardhi, the prosecution and the Albanian court have accepted that the convicted persons are not the only persons who were involved in this criminal activity, but an investigation into the unidentified persons has been closed further.
