President Bajram Begaj has refused to authorize the Electoral Code to enter into force immediately.
During the discussions in the Laws Commission, it was agreed to ask the president not to wait for the deadline for the decree, as delays will be created for the implementation of the vote of immigrants.
It is known that Bajram Begaj did not accept this invitation of the Assembly and requested that the law pass the normal procedures of decree.
Sources close to the Presidency claim that Begaj has taken into consideration the public objections of some actors to the agreement, the lack of full parliamentary consensus as well as the high public sensitivity to the issue.
Today it was MP Enkelejd Alibeaj, who sent a letter to the president, asking him to return the draft. According to him, it violates the principle of equality.
" This law is contrary to the right recognized by the state to limit constitutional rights (the right to choose by preferential vote); contrary to and in violation of the principle of proportionality (restriction or removal of a right in proportion to the public interest). The adopted law is contrary to the spirit and reasoning of the Constitutional Court, which determines that the interest of political parties in self-regulation cannot limit beyond the proportional need the right of citizens to select their representatives by preferential vote , said Alibeaj.
