State Election Commissioner Ilirjan Celibashi said that the depoliticization of second and third level commissions remains a necessity to guarantee better administration of electoral processes in Albania. He assessed that political parties also bear responsibility for the current situation.
According to Celibashi, the political composition of the second and third level commissions does not fully ensure the integrity and professionalism of the election administration. For this reason, he emphasized that election management should not remain solely in the hands of political parties.
"The party composition of the second and third level commissions does not guarantee full integrity of the administration of the electoral process and professionalism. Therefore, it is imperative that the electoral administration at the second and third levels is not solely in the hands of political parties. I very much hope that this situation will change so that every undertaking by the CEC or other actors within the framework of election administration is efficient and beneficial," he declared.
Celibashi also linked the depoliticization of these commissions to the need for sustainable and timely training of commissioners. Currently, commission members are proposed by political parties, which, according to him, contributes to the lack of professionalism during the administration of the electoral process.
"Otherwise, this issue of training will be characterized by the same problems where political parties change commissioners whenever they want. In the administration of the electoral process at the second and third levels, there are people who do not have sufficient training and this logically impacts the standard of administration of the electoral process," he added.
The statements were made during a meeting organized by the Central Election Commission and the Council of Europe, where the establishment of a special structure for the training of election commissioners was discussed.
