For former Prime Minister Sali Berisha, the incinerators are a private enterprise of Prime Minister Edi Rama. Berisha said at the weekly conference with journalists that Mërtiri and Zoto were Edi Rama's employees in this venture.
According to him, the issue of incinerators has a defect in the foundation of its handling in relation to the role played by the government and other persons involved in this affair.

Why is the Albanian government with the chilies proven to be a criminal organization.
Because in this affair, the prime minister, the general secretary, the ministers, the directors and the employees below have their own anti-legal signatures in violation of the law. In this context, just as it is clear and evidently confirmed by justice that we are dealing with a corrupt affair, here are the firms of the country's highest governors headed by Edi Rama. There is also something bigger and I am here for the second one. The media, politicians, analysts, unfortunately, even the judiciary talk about the chilli affair as an enterprise of Mërtir, Zoto and recently Gugalle.
How true is this? Nothing could be further from the truth than this. What are Mertiri, Zoto and Gugallja? There are three hardened socialists, businessmen or not, who in this process achieve: 1. Get into government competitions having zero experience in the field of waste. What businessman would allow himself such an action? None! 2. After starting the process with the Elbasan tender, Edi Rama issues a decision to declare a national trash emergency. Can you believe that Mërtiri and Zoto had the power to convince Edi Rama to declare the emergency and create the commission of deputy ministers?! Only with two goals, first kicking off the waste treatment strategy in the landfill paid for by the European Union.
Second, he declared an emergency because the funds had to be taken from the emergency funds. Do you think that Mërtiri and Zoto could be so magical or that the governors were so stupid? This proves that the enterprise belonged to the governors, it belonged to Edi Rama. Mireli and Klodiani were Edi Rama's private employees in the enterprise. This cannot be otherwise. Are there governments and ministers who can sign accepting all the conditions of the two businessmen? This only happens when the enterprise is government owned. This was not a government initiative, it was essentially Edi Rama's ," said Berisha.
