In November 2025, Altin Dumani's three-year mandate as head of SPAK (Special Prosecution Office) ends, and for the moment the situation seems unclear, like a political and institutional conundrum.

Albania's constitution stipulates that Dumani cannot run for a second term unless the country's fundamental law is amended. This would require a majority of 94 votes in the Assembly and strong political will from Edi Rama's majority and Sali Berisha's opposition, an agreement that currently seems difficult to achieve.

So far, the US, the most powerful international actor, has dropped out of the game, leaving room for the British and Germans, who are still undecided about intervening and determining Duman's fate.

Despite some decline in support for Dumani from both sides of Albanian politics, he remains popular, as a trusted figure by many citizens, as he has confronted corruption and purged several layers of corrupt politicians. However, there has been a decline in perception of him from both sides, due to the political games that SPAK has pursued in criminal policy and justice issues.

If we analyze the positions of the important actors, the situation is more complicated. Although Edi Rama has not openly expressed his position, it seems that he no longer wants Dumani at the head of SPAK, just like Sali Berisha, who has repeated daily that he will not negotiate for a second term for Dumani.

This stance of Berisha has a clear condition: to amnesty all crimes and scandals related to him and his groups.

If the internationals accept an amnesty for Berisha, then Dumani could be denied any opportunity to hold office and continue with his investigations.

For this reason, several schemes are being discussed by political and international actors.

One possibility being floated is that Dumani could become Interior Minister after his term as head of SPAK ends, a move that could be a maneuver by Rama to maintain control over the justice system and offer Dumani another opportunity.

One such example is that of Silvio Berlusconi, who used Antonio di Pietro as an ally to divert attention from the investigations against him and maintain political control.

Another possibility being discussed is a scheme like that of Dinko Cvitan, the former head of the Croatian SPAK, who made his appointment as prosecutor general, gaining more powers and helping to clean up corruption.

This model could become an opportunity for Duman to gain more power, but it would also lead to a complete change in SPAK's structures, which could affect justice reform.

This political struggle that includes all important actors, from Berisha and Rama, to internationals, shows that everything is at a very delicate point.

While SPAK is moving in its own direction, and Dumani has received great support from a portion of citizens and various groups, the situation is unclear and any move could bring profound changes to the entire justice system in Albania./ Pamphlet
