On the day of the questioning, SPAK communicated to the former Cadastre Director, Artan Lame, the criminal proceedings with charges for these 7 criminal offenses: "Abuse of duty; corruption with falsification of documents in collaboration; illegal benefits in cooperation; construction without permission; cleaning money; concealment of 15 assets and refusal to declare".
But the name and role of Artan Lames has appeared in the file of the criminal activity of forgery, fraud and theft of citizens' property, from the enforcement agencies and offices MCA, FINAL, IuteCredit, the "Besa" fund, Zig, FLASH, STAR and ADCA .
According to the investigative data of BKH, so far it has been established with facts that Artan Lame during the years that he was Director of ALUIZNI and Director of Cadastre, cooperated with the criminal gang of micro-loans and enforcement offices, with these 7 illegal actions in their favor:
1. Before the defrauded citizens started the procedures as alleged loan debtors, Artan Lame gave the micro-credit agencies and enforcement offices, the data on the assets of the citizens, that MCA, FINAL, IuteCredit, the "Besa" fund ”, Zig, FLASH, STAR and ADCA had picketed them to rob them.
2. After those citizens, victims of the micro-credit scam, legalized constructions and registered them as mortgages, Artan Lame notified the leaders of the criminal group of micro-credits and enforcement offices and gave them the property data.
3. In 7360 cases, by order of director Artan Lame based on illegal executive orders, citizens' apartments, land and commercial units were deregistered within 24 and 48 hours and they were transferred to the MCA, FINAL micro-credit gang. , IuteCredit, the "Besa" fund of Arben Meskuti, Olsi and Elda Ibro, Akan Ajdini and Bajram Muça.
4. In 1270 cases, by the order of the former director Artan Lame, the assets of citizens who were victims of fraud by the micro-credit gang were blocked 4-5 months before the first-instance court decision was issued without a lawsuit insurance act and without decisions cut form; even 642 assets, the Cadastre deregistered them before the start of court proceedings
5. All the deregistration of assets and the transition to the micro-credit gang, the cadastre directed by Artan Lame, has made the sequestered citizens unaware.
6. The micro-credit gang, the cadastre of Lame's time, has also acquired property, where the seized citizens were co-owned with one or several other persons, but without co-obligation as a family member or guarantor in the takings of loans.
7. Artan Lame has ordered and received financial appraisals of assets, in the value of loan debts of 5,000 to 10,000 Euros, as much as the micro-credit agencies have presented, when according to the re-evaluations of the cadastre, they had real value 50 thousand to 1000 thousand Euro.
