Sokol Hazizaj: The commission proposed by Rama will control the institutions of

Constitutionalist Sokol Hazizaj spoke about the resolution approved in the parliament by Edi Rama and his deputies.

Hazizaj said that this will be no other than a commission that will oversee and control justice institutions.

" What immediately catches my eye, with a quick reading, points 3 and 7 of the resolution stand out. Point 7 is the commission, but point 3, the commission is based on the oversight of all commissions. This is a commission on top of all the parliamentary commissions that have the duty to control the administration by the government in general of the ministries and the plan that the government has for development ", he said, invited to the 'Task Force' with Sonila Meçon on SYRI TV.

Sokol Hazizaj: This is the chief commission, which will have the ability to supervise institutions that are a product of the reform of 2016. And this is indisputable.

From a legal point of view, this resolution, in relation to what has produced reforms in justice, is too hasty. Within it, it does not foresee an arrangement of a commission which will supervise all other committees of the Assembly, but without a special arrangement.

This commission must have a defined dimension where it begins and where it ends. Justice has many defects which, with an understanding between the position and the opposition, would reflect on the meaning of the right.

The last thing discussed in this resolution is human rights. The judiciary and the prosecution are taking decisions that contradict the basic constitutional rights of citizens.

The resolution comes as a rush because we are not in the best climate of the position and the opposition. And obviously this climate makes it impossible to create a supercommission, it will raise the same standard of parliamentary commissions.

Resolutions that provide for the establishment of commissions, oblige the Bureau of the Assembly to look at the effects of the resolution no more than 15 months after the creation of the commissions.

It depends on this Assembly, or the new Assembly, after the elections. The resolution may be an attempt which, not realizing the obvious goals, wants to camouflage a low level of governance and justice.

See the standard of reasoning of court decisions. They are bordering on ridiculous, I am not saying bordering on unconstitutionality.

Look at what level of evidence they manage to limit the freedom of individuals and even more of people who participate in politics. What level of evidence that contradicts the basic principles of the constitution.

To stop, to arrest, to limit, a man for decisions of a collective character which are almost untouchable by the constitutional provisions, then here you come to understand that this commission will do nothing but create a bitter parallel of surveillance, control and authority over the bodies of justice, which even to this day cannot and has no way of identifying who has a constitutional right and who does not, who has a legal right and who does not.

They have only followed court proceedings that are only a farce and only a farce.
