Former Prime Minister Sali Berisha clarified the communication he had with Genc Ruli and Ridvan Boda at the time when the former Partizani complex was privatized, conversations which were published by SPAK.
According to Berisha, in that conversation he simply defends the program line of using securities for purchase from former owners.
Berisha says that they are misusing this conversation "like they use erotic videos to hide their exploits".
"Insolent scapegoats use an unconstitutional fragment, which is nothing but just like they use erotic videos to cover their atrocities, used a dialogue of mine, Ritvan Boden and Genc Rulin where I defend the programmatic line of using securities for purchase from the former owner since 1994. With this, they thought they would be able to feed the thirst of paid slanderers of the government. But I emphasize, that since they connected it with my son-in-law's purchase of the property, I inform the Albanians that the decision was issued a month after Jamarbër Malltezi had paid lek for 90% of the obligations he had to the state from the pre-purchase privatization process. The 10% that he had not paid, the law recognized that 80% of this 10% had to pay in securities, he managed to pay only the other 10% in cash. The letters were used for the purchase and pre-purchase of the politically persecuted and former owners. Again, I guarantee that they have not been canceled," said Berisha.

While the privatization procedure related to the Partizani Football Club, is at the stage where a memo dated 16.10.2008 was prepared by the citizen Nuri Sopaj, responsible for the sales sector, and addressed to the director Urim Muja, stating that they are presenting for the approval of the verbal process dated 15.10.2008 for granting the right of pre-emption, the government of the time, evaluates to make other changes in the by-laws. It is established that VKM no. 1638 dated 17.12.2008 "On the evaluation criteria of the state property that is privatized or transformed and for the sale procedure", where the methodology for paying the value of the object changes, which was previously done only in Lek, while now it is expected to be 20% in Lek and 80% in privatization bonds and securities.
In the meeting to discuss this by-law, this discussion took place:
Genc Ruli: No, the auction is just a doctor, but we entered 20% with Lek and 80% with securities.
Sali Berisha: Well done, give this notice, because this is also an innovation.
Tell me, how did you evaluate these securities? I will protect the owners, I will be their lawyer. In other words, how do we make them to favor them, to take them, because you kept it from someone else, you used it.
Sali Berisha: We owe them the securities because we have not distributed them, we must find ways to help them, to remove these securities. We have done this very well, I totally agree with you, that we cannot take them, absolutely. Give this news, it is a very important news, that it was approved that 80 percent will be paid with securities only by the owners. That debt will be repaid, the government has a debt, you find a way for me to repay it, I don't live with that debt, I will repay it if the Albanians give me a second mandate, I will tell them that I will repay their debt. I will stand by those letters that they have a sense of the distribution of wealth, they have a very moral, very powerful basis, other work that no one in the world is dealing with these things now, but we will deal, we have nothing to do.
According to point 12 of the VKM, this decision will not be applied to practices located in the Directorate of Administration and Sale of Public Properties in the Ministry of Finance, in implementation of previous decisions, which are in process and are at the stage where completed payment for the full value of their sale.
32. Although the Evaluation Commission, regarding the Partizani Football Club, had concluded its opinion in October 2008, despite a work carried out by the state structures with urgency in the previous stages, it seems that this work stops until entering the power of the above VKM. After the entry into force of this VKM, in January 2009: further privatization procedures followed, thus giving the community of owners the opportunity to pay with privatization bonds.
The documents show that according to the form for the receipt of privatization bonds dated 13.02.2009 of Raiffeisen Bank, it is reflected that for the object under privatization "Sports grounds and facilities of the Partizani Tirana football club", the value of the privatization bonds received by the Bank , is 8,200,000 ALL. The signatory is citizen Jimi Begeja.
With letter No. 898 Prot. dated 28.01.2009, the Department of Administration and Sale of Public Properties asks Credins Bank to "Unblock the fund!", since in the auction held at the Ministry of Finance, the heirs of the expropriated families Mahmut and Xhemal Begeja, Rexhep Alimehmeti, Sabrije Llagami, Dylbere Vaqarri and Qamil Saliaga were declared winners with the right of pre-emption of the object and the hardening of the value of 20% in absolute value 2 021 800 ALL, hardened by the company "Kontakt shpk" according to the guarantee form no. 2810/04.09.2008 to be passed on behalf of the Ministry of Finance.
