
The Chairman of the CEC, Ilirjan Celibashi, during a media conference said that the Electoral College should not review election complaints, but should be an instance that is connected to the judicial system.
"I have been against the College since the beginning, when it was first seen as a solution. I think that based on the way it is organized and operates, it is not appropriate.
For each election, judges are randomly called upon to review complaints. What happens? A judge who has been involved in reviewing past complaints is no longer involved. We do not create a tradition or experience with reviewing election complaints, and this leads to decision-making that is sometimes not coherent.
This has nothing to do with the quality of the judges, but the way this instance is organized does not produce efficiency, effectiveness. Therefore, the competent court for reviewing electoral complaints should be the higher instance court, the administrative court, which is part of the judicial system. Let politics decide. But in my opinion, the Electoral College is not a model that works. It has nothing to do with the qualities of the individuals who make it up," he said.
Regarding electronic voting, Celibashi said that he has requested that the application of information technology, voting via the internet for voters from abroad, be more beneficial. "It would guarantee the integrity of the process, lower costs and better efficiency in the administration of the process," he said.
Celibashi has also appealed to the political class in Albania to decide as soon as possible whether or not to expand the implementation of electronic voting in the country, as such a model for reading the will of citizens takes a long time to establish.
"Albanian politics will need to decide quickly on this issue. If there is going to be a discussion about expanding electronic voting, this vote should be taken as soon as possible, because if its expansion is to include all government units in the country, the time it takes to achieve this process cannot be 1, 2, 3, 4 months. The count remains an issue that needs to be reconsidered.
We will continue as we have this process, we will continue to count in a centralized manner, or counting in polling centers. Personally, I think it is time to return to counting in polling centers, but we must take into account some logistical, organizational and infrastructural elements for this model. The way this process is organized is unprofessional. The last elections showed that there are problems related to transparency, accuracy.
We will have to consider the rules related to electoral complaints. Personally, I think that in the judicial instance, it should no longer be the Electoral College that reviews electoral complaints, it could be an ordinary administrative court, or the Supreme Court. There is also a need to look at the organization and functioning of the Central Election Commission. If this continues, the competencies of the 3 bodies of the CEC will have to be considered. Regarding voting from abroad, there is a need to review the rules related to the method of voting, we will continue to vote via mail, the internet, diplomatic missions, etc., but this should also be discussed", said Celibashi.
