Ilirjan Celibashi, the Chief State Election Commissioner, stated that the final OSCE/ODIHR report will determine the grade of the May 11 election process.
In a press conference, Celibashi said that this report is an impartial and professional analysis that measures the quality of the electoral process.
He stated that the stance of the opposition, which has refused to recognize the election results, is a worrying signal.
"The opposition's statements that it does not recognize the elections are a problem and make you think that something has gone wrong in this process," said Celibashi, adding that any dispute must be addressed through institutions and legal channels.
Celibashi expressed his belief that the May 11 elections meet the standards required of a candidate country for membership in the European Union.
"With every issue highlighted, I think these elections are elections that a candidate country makes for the EU," he concluded.
Regarding the unfinished payments to the postal company DHL, which assisted in the diaspora voting process during the May 11 elections, Celibashi emphasized that there is no refusal to make payments, but they will only be made in accordance with contractual provisions.
He explained that the CEC has presented the company with several technical and procedural requirements to officially conclude the service process and pave the way for the disbursement of funds.
"We have had several requests to DHL, which we have officially presented. I am sure that they will be met, because they are in full compliance with the contract," Celibashi declared.
Regarding DHL's request for late payment interest, the head of the CEC described it as unfounded, emphasizing that it is not supported by either the contract or legal provisions.
"The request for late payment interest is completely unsupported by the content of the contract and legal provisions, and I believe this is clear," he said.
Celibashi confirmed that the final evaluation of the company's performance has not yet been completed, and only after this step will the CEC proceed with the payment.
