The mayor of the opposition who won in Himara on May 14, Fredi Beleri, has filed a complaint in the Special Prosecutor's Office against Corruption and Organized Crime against the Minister of Foreign Affairs, Olta Xhaçka, her husband Artan Gaçi, as well as the former head of the Municipality of Himara. Jorgo Goro.
In the documents published by Syri.net, it is said that Beleri has drawn up a file that, according to him, constitutes a scandal with the illegal use of land in Himar Municipality. More specifically, it is a question of a land surface of 5512 square meters, benefited in an irregular manner by Foto Pavllo Mëhilli.
"In the AMTP in the name of Foto Pavllo Mehilli, a plot in the Perivolo area with plot number 36/36/1 with an area of 5512 m2 is divided as land. In the Land Acquisition Act (AMTP) it could not be divided and it was expressly prohibited in reference and meaning of Law 7501 dt 19.07.1991 "On Land", the division of land surfaces. Such a division is absolutely illegal, untrue and one of the proofs that we are in front of a fake AMTP. The Land Commission in the Village at the time, could never dispose of a plot of land, as on the other hand, this surface where AMTP was registered in question in 1994, the moment it was allegedly separated from AMTP, this plot has never been plot of land," the lawsuit states.
The obvious falsifications for this property are further clarified. But despite this, the socialist mayor, Jorgo Goro, has signed this decision.
"The Mayor of Himara, Jorgo Goro, has confirmed by signing the location plan of plot 36/36/1 without taking into account its configuration on the map in relation to the boundaries marked in the AMTP and without verifying it in relation to the plot that corresponded to this property on the cadastral map 1:5000 on the basis of which the division of agricultural land was carried out in the Gjilek-Dhermi cooperative," the lawsuit states.
The goal was for Olta Xhaçka and Artan Gaçi to take advantage of the land to build the tourist resort.
“Të gjitha veprimet e kundërligjshme të kryera nga Kryetari i Bashkisë Himarë, Këshilli i Qarkut Vlorë dhe ish-punonjësit e ZVRPP Vlore në bashkëpunim me njëri-tjetrin janë kryer për shkak se kjo pasuri është tjetërsuar në favor të të tretëve dhe mbi këtë pronë, pasi është blerë, është marrë statusi i investitorit strategjik nga shtetasi Artan Gaçi, ish-deputet i Partisë Socialiste dhe bashkëshorti i Ministres se Mbrojtjes në atë kohë, aktualisht Ministre e Punëve të Jashtme. Trashëgimtarët e shtetasit Foto Mëhilli, duke tjetërsuar një pasuri që rrjedh nga një vepër penale si ajo e falsifikimit, kanë kryer edhe veprën penale të “Pastrimit të produkteve të veprës penale” të kryer në bashkëpunim me investitorët strategjikë, shtetasin Artan Gaçi etj. Po ashtu edhe shtetasja Olta Xhaxhka, aktualisht Ministre e Punëve të Jashtme, me mosveprimet e saj, duke mosdeklaruar konfliktin e interesit, ka përfituar nëpërmjet regjimit martesor të drejta pasurore dhe përfitime të paligjshme, që sipas ligjit për investitorët strategjikë si dhe ligjin për konfliktin e interesit nuk i takojnë. Kjo shtetase nëpërmjet investimit strategjik në një pronë të falsifikuar, ka përfituar të drejtën e përdorimit falas të pasurive shtetërore për të cilën shtetas të zakonshëm paguajnë detyrimet tatimore, etj,” thuhet në padi.
