Kosovo-Serbia dialogue, Hovenier: We expect Pristina and Belgrade to fulfill

The American ambassador in Pristina, Jeffrey Hovenier, has said that the United States expects Kosovo and Serbia to implement without preconditions and with urgency all their obligations from the dialogue mediated by the European Union.

"We expect from Kosovo and Serbia to fulfill all the obligations they have accepted in the dialogue, including the Basic Agreement and the Ohrid Annex, and to do so urgently, without preconditions and without linking them to external issues" . Hovenier said in an interview for Rubicon on Klan Kosova, which aired Wednesday night.

Kosovo and Serbia reached the Agreement on the path to normalization of relations at the beginning of 2023, but it has not been implemented by any party so far.

This week's meeting between the chief negotiators of Kosovo and Serbia in Brussels for the implementation of the Agreement did not bring results. Kosovo accused the Serbian side of wanting only partial implementation of the Basic Agreement, while Serbia criticized the Kosovar side for not wanting to establish the Association of Municipalities with a Serbian majority, which is part of the agreement.

Last week, the prime minister of Kosovo, Albin Kurti, during his stay in Brussels for the dialogue, set three conditions to meet the president of Serbia, Aleksandar Vucic: the signing of the Basic Agreement, the withdrawal of the letter by which Serbia officially refused to implement the agreement with Kosovo , and the surrender to Kosovo of Millan Radoicic, suspected of organizing the armed attack in Banjska.

Vucic did not accept his terms and the meeting failed.

Asked about this, Hovenier said that the Basic Agreement is "completely official" despite not being signed by the parties. The EU has also said the agreement is legally binding.

" This is a legally binding agreement for both countries. This is our position. That's how we handle it. And we expect both countries to implement it ," Hovenier emphasized.

He added that the United States believes that mutual recognition should be the final result of the dialogue between Kosovo and Serbia, which started in 2011.

" I think there are some people in Kosovo who are worried when we say 'normalization of relations', this is not something that is definitely required. Because the position of the United States has been clear in a bipartisan way. The United States believes that the final result of this process can only be mutual recognition", he added./ REL
