What defense concept is Kosovo planning?

"Comprehensive defense" is the new concept in which the Ministry of Defense of Kosovo is working.

It is still in the drafting phase, but it is a top priority for it, says this ministry.

Days ago, the idea was revealed by Minister Ejup Maqedonci himself, who, speaking for A2/CNN in Albania, said that the new concept means that each citizen is given a role in terms of protection, security and civil emergencies.

He said the concept will be made public soon, but did not elaborate.

"We appreciate that citizens, institutions and every individual should know their role in terms of protection and security, but also in terms of civil protection", said Maqedonci.

Radio Free Europe tried to talk to him directly, but did not receive a positive response.

From the institution he leads, REL was told that the concept of comprehensive defense is "in accordance with the circumstances created in recent years", when "the strategy of war and interference in states, with the aim of destabilization, has changed significantly, being become more hybrid than ever".

"This concept constitutes a national response plan of the entire society, in case of emergency, when there is a need for emergency protective measures", said the Ministry of Defense of Kosovo.

She did not answer REL's questions about what exactly the citizens will do, how they will prepare for protection, by whom and for how long.

He said that the role of the Ministry of Defense, as a coordinating body, will ensure that "the state is able to operate in conditions of military threat, quickly restructure its activities" and "mobilize the necessary resources for defense".

The Prime Minister of Kosovo, Albin Kurti, has warned for years that he will implement mandatory military service in the country, but, until now, there has been no concrete step in this direction.

Asked if this idea has been abandoned, the Ministry of Defense did not respond.

"Due to the sensitivity of the matter, we cannot share any other information," he said in response.

Although without much information about the new concept, many of the citizens surveyed by Radio Evropa e Lire in Pristina say that they would be ready, in principle, to respond to the eventual invitation of the country's institutions, to give their contribution .

"For me it is acceptable and I appeal to the state to take an interest in this matter. I am an ecologist by profession. In the service of the country, I would have space and time for everything", says Egzon Aliu, also referring to the possibility of military training for a certain period of time.

Rinesa Koca also says that she would respond positively to the institutions' eventual invitation to train for defense.

"It's something interesting to learn [defense], especially when you know the motive. The motive is always to love the country and protect it", says Koca.

Berlind Gajraku supports the idea that citizens get basic defense knowledge.

"For any need, when your hometown calls you, you are ready. When you find two weeks to go on vacation, I believe you also find time for this [defense training]," he says.

Well, Ariana Radoniqi expresses a different opinion.

"I am an economist by profession. I can contribute to that profile, in that field. However, to participate in the army or receive training in that aspect, no. Personally, I don't want to," she says.

Minister Macedonci told A2/CNN that this concept of defense is not built to oppose anyone.

"We have built this concept to counter the challenges and dangers of the time. This concept was needed even earlier," he said.

About two weeks ago, Macedonia, during a report to the parliamentary committee on security and defense issues, also informed this body that his department is drafting the concept of comprehensive defense.

The vice-chairman of this commission, Enver Dugolli, from the ruling Vetëvendosje Movement, says that Macedonia announced the purpose of the concept, which, according to him, is greater than the mandatory military service itself.

Speaking to Radio Evropa e Lire, Dugolli explains that the concept means that citizens should not be passive, but have a necessary preparation for emergency, war or emergency situations.

According to him, the development of this concept does not hinder the Kosovo Security Force, which is in the process of becoming an army, but "aims to unite all security components, to function as a body in emergency situations, to sensitive or in case of war".

"This concept aims to make all shareholders in protection, safety. So, to have a kind of structured database, which gives us a clear overview of the capacities that the Republic of Kosovo possesses", says Dugolli.

The deputy of the Democratic Party of Kosovo in the opposition, Hisen Berisha, who is also a member of the parliamentary committee for security and defense issues, considers as unacceptable the concept of involving citizens in training for defense, but also the option of mandatory military service. .

According to him, Kosovo was defined for the concept of a professional army and not for the comprehensive concept, because only "professional soldiers are fighters and not soldiers of compulsory service".

"The concept of making all citizens soldiers and serving from the position they are in is simply camouflage, to cover the failure of an objective they had previously set and turn it into a fraudulent cause for electoral effects, to get the vote of the citizens", says Berisha, alluding to Kurti's earlier commitment to mandatory military service.

Në këtë kontekst, ai thotë se zbatimi i konceptit që Ministria e Mbrojtjes po e zhvillon aktualisht, mund të jetë problematik.

“Kjo është e pamundur të realizohet pa pasur një sistem, i cili qytetarët i obligon për të marrë pjesë në vetëdijesimin, edukimin e tyre, se çfarë roli do të duhej të kenë”, thotë Vrajolli për Radion Evropa e Lirë.

Ai shton se, në rast se arrihet të bëhet përfshirja e rolit të qytetarëve në konceptin e mbrojtjes gjithëpërfshirëse, kjo nënkupton se ata do të jenë të detyruar t’i përgjigjen ftesës së institucioneve, sikurse në rastin e shërbimit të detyrueshëm ushtarak.

Vrajolli thotë se pa shërbim të detyrueshëm ushtarak, nuk mund të funksionojë as koncepti i mbrojtjes gjithëpërfshirëse.

“Këto të dyja, mendoj se janë të pandashme nga njëra-tjetra. Nëse ato nuk bashkohen me njëra-tjetrën, atëherë mendoj se të dyja janë thuajse të pazbatueshme”, thotë Vrajolli.

Shërbimi i detyrueshëm ushtarak është në fuqi në disa vende të botës, përfshirë Suedinë, Greqinë, Zvicrën etj.
