Millan Radoiçiçi has another nam in Pristina, the other in Belgrade. Kosovo authorities mention him as a person on the run, sanctioned by the United States and accused several times as a criminal. In Serbia, he is considered a "protector" of Kosovo Serbs, even by the president of this country, Aleksandër Vucic. Millan Radioiçiç is the vice-president of Lista Serbe – the largest party of Kosovo Serbs – which enjoys the support of official Belgrade.
On September 26, the Minister of Internal Affairs of Kosovo, Xhelal Sveçla, published a video, where he claims that a man wearing a uniform and holding a gun, like a group of other men, is Radoiçiçi, who allegedly took part in the attacks on the Kosovo Police on September 24 in Banjska. As a result of the attacks, a police officer and three attackers were killed.
How did his name become known?
Radoiçiçi, 45 years old, was born in Gjakovë, a city in the southwest of Kosovo. For the judicial bodies in Serbia, his name has been known since 2011. At that time, an indictment was filed against him and Zvonko Vesselinović in Belgrade for the embezzlement of 32 trucks of the company "Hipo Alpe Adria Lizing".
In that period, the Kosovo-Serbia dialogue started and both were acquitted of the charges in 2016. Radoicic is believed to continue working in Serbia. He is co-owner of the construction company, INKOP from Cyprus - together with the Vesselinovic brothers - in which he has 40 percent ownership. INKOP also bought the construction companies Novi Pazar - put and Betonjerka Aleksinac. INKOP also owns the hotel company DollyBell, which has the Gray Hotel in Kopaonik.
His activity in Kosovo
In 2017, it was the then prime minister of Kosovo, Ramush Haradinaj, who mentioned the name of Radoicic as a powerful man in the municipalities in the north inhabited by a majority of Serbs. Haradinaj said that "[he is] someone from the north, who is asked about everything and I talk to him". his is also related to this murder, but there is no epilogue for this case yet.
He himself has described the accusation of the Kosovo authorities against him as an attempt by Pristina to get rid of him.
"... because I know that I, together with my friends and my brothers, are among the few who can oppose them in their intention to trample and appropriate the north of Kosovo and Metohija and to subjugate the people Serbian", Radoicicici said at that time.
The warrant for Radoicic's arrest was withdrawn without explanation in March 2021 – but later reinstated.
Four years after the murder of Ivanovic, in January 2022, Radoicic was declared wanted again by the Kosovo authorities, under the suspicion that he influenced the intimidation of witnesses in the case known as "Brezovica". More than 100 people have been investigated and dozens more have been charged in this case, which is related to construction without permission, degradation of the environment and accepting bribes. A month later, in February, Radoiçiçi escaped from the Kosovo Police at the border point in Bërnjak and entered Kosovo from Serbia.
Several Kosovo Police officials have been suspended for not responding adequately. In July of that year, he again illegally entered the territory of Kosovo, and through a video message, he said that the Serbs know what his return to Kosovo means for them. The Minister of the Interior of Kosovo, Xhelal Sveçla, has repeated several times, since July 2021, that Radoiçiçi is in charge of the smugglers who attack the Kosovo Police.
Meetings with the Kosovo authorities

Më 2018, kryeministri i atëhershëm, Ramush Haradinaj, e ka pritur atë në zyrën e kryeministrit. Haradinaj ka deklaruar se nuk ka qenë në kontakt me Radoiçiçin nga koha kur ai është arratisur nga autoritetet gjyqësore të Kosovës, por e ka pranuar se në një rast e ka vizituar bashkë me të presidentin e atëhershëm të Kosovës, Hashim Thaçi, në zyrën e tij.
Edhe vetë Radoiçiçi ka folur për kontaktet e tij me zyrtarët kosovarë. Në mars të vitit 2019, ai i ka thënë Televizionit Klan Kosova, në Prishtinë, se është takuar me Thaçin dhe Haradinajn.
“Jam takuar me të dy dhe jam takuar edhe me të tjerë. Ata u kanë premtuar serbëve kulla dhe qytete, që ata të jenë në anën e tyre dhe jo në anën tjetër. Por, ne nuk mund t’i shkelim interesat jetike serbe”, ka thënë Radoiçiç.
Takimet me Vuçiçin e zyrtarë të tjerë serbë
Më 2 shkurt të këtij viti, Radoiçiçi ka marrë pjesë në një seancë të jashtëzakonshme në Parlamentin e Serbisë. I ftuar aty ka qenë edhe presidenti serb, Vuçiç.
Ndonëse në fotografinë më lart Vuçiqi nuk shihet, në fotografinë më poshtë, ai shihet duke i shtrënguar duart me Radoiçiçin.
Nën sanksione të SHBA-së dhe Britanisë
Në dhjetor të vitit 2021, Departamenti amerikan i Thesarit e ka sanksionuar Radoiçiçin, bashkë me Zvonko Vesellinoviqin, vëllain e tij, Zharkon, dhe dhjetë persona të tjerë të lidhur me ta. Në sqarim është thënë se Radoiçiçi ka qenë zëvendës i Zvonko Vesellinoviqit dhe udhëheqës i një grupi të organizuar kriminal, kur Vesellinoviq është tërhequr për pak kohë. Po ashtu, është thënë se Radoiçiçi ka qenë përgjegjës për kontrabandën e armëve në grupin e krimit të organizuar të Vesellinoviqit. Radoiçiçi nuk është deklaruar për këto akuza.
