Good news for Kosovo, the EC prepares the gradual lifting of measures

The European Commission is preparing plans to lift some of the measures against Kosovo, specifically about 50 percent of them, which in financial terms means the release of about 200 million euros from funds that are currently suspended. This assessment of the EU was made possible after the transfer of local government in northern Kosovo and is expected to be included in the conclusions that ministers of EU member states will discuss and may adopt on Tuesday in Brussels, within the framework of the debate on the enlargement process, according to diplomatic sources who have spoken to Kosovo media.

The draft conclusions state that the EU Council reiterates its previous positions and welcomes the lifting of the remaining measures against Kosovo, although the wording does not provide clear clarifications on the deadlines and manner of their lifting.

Diplomatic sources explain that although the Council has given political consent, the practical decision to lift the measures rests with the European Commission.

The fate of the measures against Kosovo depends largely on the European Commission, but some member states oppose their immediate lifting before the December 28 elections and favor a gradual approach, although most EU countries would prefer a complete and immediate lifting. In addition, there is a possibility that the conclusions will not be adopted due to other issues included in the document.

In the conclusions on Kosovo and Serbia, the EU will express regret at the lack of progress in the implementation of the dialogue agreements. Kosovo is expected to launch the establishment of the Association of Serb-majority Municipalities, while Serbia is required to recognize Kosovo's documents and symbols, end its opposition to its membership in international organizations, and take concrete steps to bring to justice those responsible for the violence of 2023, including attacks on KFOR soldiers, the media and citizens.
