During a visit to the Municipality of Dragash, Osmani assessed that the measures have damaged the dialogue process between Kosovo and Serbia, mediated by the European bloc.

"It is not an answer that promotes cooperation and coordination, on the contrary, it is an answer that mostly harms the dialogue process and puts it completely outside the tracks it should be on, where both sides would have to were treated equally".

The European Union has imposed punitive measures against Kosovo, due to non-fulfillment of the demands of the international factor to reduce tensions in the north of Kosovo in the months of May and June. There, the protests of local Serbs and other citizens - who opposed the entry of the new Albanian mayors into the municipal buildings - have escalated into violence against members of the Kosovo Police and members of the NATO mission in Kosovo, KFOR.

Osmani blamed Serbia for these attacks.

"Serbia has had its own people who have attacked NATO soldiers. For these people there are accurate testimonies. Those people are in the video, we know who they are, some of them are Serbian policemen, and there is not a single measure in relation to Serbia for this aggression that it has committed in relation to Kosovo", she said, repeating that the measures have been unfairly imposed on Kosovo.

The KFOR spokesman in Kosovo, Colonel Andrea Gallieni, said on June 9 that some criminal groups were behind the violent protests that took place in Zveçan on May 29. In order to improve the situation, Kosovo and the European Union reached an agreement on July 10 in Bratislava to take some steps.

Osmani said that Kosovo is faithfully respecting the agreement.

"There is already a reduction in police forces in accordance with the agreement. On the other hand, the legal basis for holding extraordinary elections in these northern municipalities is being created".

Until now, the Kosovo Police has halved its presence in and around municipal buildings. Osmani has said that he is now waiting for the EU to make decisions on lifting the measures against Kosovo.

"My impression sometimes is that many countries treated Kosovo in those days as if Kosovo had conquered someone. Kosovo has not occupied any territory of the neighboring country. Kosovo acted in the territory of its republic".

The EU's punitive measures against Kosovo include: the temporary suspension of the work of the bodies created on the basis of the Stabilization and Association Agreement, the non-invitation of Kosovo to high-level meetings and the suspension of bilateral visits, except for those focused on addressing the crisis in the north of Kosovo within the framework of the dialogue facilitated by the EU. So far, there is no date for holding elections in the northern municipalities - North Mitrovica, Zveçan, Leposaviq and Zubin Potok - but Osmani has said that he believes that the residents of the northern municipalities want to use their right to vote.

Kosovo and Serbia are part of the dialogue mediated by the EU, for the normalization of relations, since 2011.
