The President of Serbia, Aleksandar Vučić, has warned on Sunday that anyone who violates the constitutional order of the Republic of Serbia "will be arrested and prosecuted".
He made these statements while talking about the arrest of Sreqko Sofronijevic from Zveçan, a municipality in the north of Kosovo, inhabited by a majority of Serbs.
The Kosovo police said on Saturday that they stopped Sofronijevic at the border point with Serbia, Brnjak, for participating in the 2021 protests, organized due to the implementation of an action against smuggling of goods.
As a result of the increase in tensions, the protesters clashed with the police officers, and dozens of people were injured on both sides, including Sofronijevic.
Vucic said that the authorities in Pristina have arrested an extremely brave man, who was previously injured by "Albanian terrorists".
"I say Albanian terrorists on purpose, because when police officials say, they are terrorists, as they have no right to be in the north of Kosovo. Don't forget that according to the Brussels document, only regional officials with Serbian ethnicity should be there [in the north], not special units," said Vučić, according to Radio Television of Serbia.
In April 2013, Kosovo and Serbia signed what is known as the "First Agreement on Principles Governing the Normalization of Relations" - known as the Brussels Agreement.
It mentions that there will be a regional police commander for the four municipalities with a Serbian majority - North Mitrovica, Zveçan, Leposaviq and Zubin Potok - who must be a Serb, a citizen of Kosovo.
However, none of the points of this agreement mentions the going or not of the special units of the Kosovo Police in the north.
Vucic said that Sofronijevic is being prosecuted for breaking the constitutional order.
"Therefore, I want to inform you that as soon as the Prosecutor's Office and the Ministry of Internal Affairs are fully functioning, and I believe that this will happen from next week, all those who violated the constitutional order of the Republic of Serbia, where we have effective power, will be prosecuted and arrested by the competent authorities of Serbia", Vucic was quoted as saying.
Lista Serbe - the largest party of Serbs in Kosovo - and the Office for Kosovo in the Government of Serbia, reacted on Saturday to the detention of Sofronijevic, and demanded that international representatives react to, as they estimate, the "oppression of the Serbs".
Letter against Kosovo's membership in the Council of Europe
The Serbian president has also said that Serbia has taken all measures and sent letters to all members of the Council of Europe to prevent Kosovo's membership in this organization.
"I wrote a total of 14 different letters to European leaders, mostly personalized letters. I have asked each to consider the specific causes and relationships we have. On one side, those who know Pristina, and on the other side, those who don't."
He said that in the letters he requested that everyone once again examine the decision of the Committee for Politics and Democracy of the Council of Europe, which approved the report of the rapporteur for Kosovo, Dora Bakoyannis, where it is recommended that the state has fulfilled the conditions to be become a full member of the Council of Europe, and that the decision be different in the Council of Ministers.
In this Council - at a meeting in May - the final decision on Kosovo's membership is expected to be taken.
Days ago, the Serbian authorities said that they have created a working group that will deal with the coordination of the activities of state bodies to prevent the eventual membership of Kosovo in the Council of Europe.
The Council of Europe - where Kosovo has applied for membership in 2022 - is the leading organization in Europe in the field of human rights.
