It says that in the period from January 1, 2017 to September 24, 2023, through his company RAD DOO, he helped Millan Radoicic to hide the origin of the money.
According to the indictment, which the Special Prosecutor's Office of Kosovo filed against 45 people on September 11 and which Radio Free Europe had access to, Steviq – knowingly and through his business entities and economic activities – helped Radoicić launder money, transferred immovable and movable assets to third parties, in order to hide their origin.
Earlier, Steviq and his companies received tenders for various projects from Kosovo, in recent years only from Serbia.
He received the last tender of millions of euros from Serbia a day after the indictment was filed in Kosovo.
In the indictment it is stated that Steviq was aware that Radoicic's income derives from criminal activities and, consequently, there is a reasonable suspicion that he has committed the criminal offense of "money laundering", which is punishable by the Law on the Prevention of Money Laundering and the fight against the financing of terrorism.
The punishment for this criminal offense is up to ten years in prison.
Despite all efforts, Radio Free Europe was unable to get in touch with Steviq.
According to the indictment, the pre-trial judge issued an arrest warrant for Stević and on August 20, 2024, issued an arrest warrant.
Based on the information that REL has, Steviq has not been found in Kosovo for some time.
The businessman from Zveçan, Radulle Steviq, has two companies registered in Kosovo - RAD DOO and RAD PTP - while in Serbia under his name is RAD 028.
As of December 2021, Steviq - like Radoicic - is sanctioned by the US for involvement in international crime and corruption. His companies in Kosovo and Serbia are also under sanctions.
Steviq registered the company RAD PTP in Kosovo in April 2013, while in February 2018 he registered another one under the name RAD DOO
As can be seen in the Agency for the Registration of Businesses in Kosovo, the main activities of Steviqi's companies are the construction of residential buildings and other construction works.
Based on data published on the Kosovar portal "Open Procurement", where information can be found on public contracts in Kosovo since 2018, Steviqi's companies have received around 5 million euros from the Kosovo budget.
The services of his company have been used mainly by the municipalities with a Serbian majority in the north of Kosovo, which work according to the Kosovo system: North Mitrovica, Leposaviq, Zveçan and Zubin Potok.
Steviq dhe kompania e tij RAD 028, e cila është regjistruar në Serbi në janar të vitit 2014, kanë marrë miliona euro për realizimin e projekteve të ndryshme infrastrukturore nga buxheti i Serbisë.
Steviq i fitoi edhe tenderët që nxorën kryesisht autoritetet e përkohshme komunale që funksionojnë në Kosovë nën sistemin serb.
Disa prej këtyre organeve u mbyllën këtë vit nga autoritetet e Kosovës, me shpjegimin se ato funksiononin në kundërshtim me kushtetutshmërinë dhe ligjet e Kosovës.
Kompanitë e Steviqit fituan tenderë në Kosovë deri në dhjetor të vitit 2021, kur ai u sanksionua nga SHBA-ja.
Kështu, në gusht të vitit 2018, Komuna e Leposaviqit nënshkroi kontratë me kompaninë e Steviqit RAD P.T.P. për “rindërtimin dhe zgjerimin e ndërtesës së Administratës Komunale në Leposaviq”, në vlerë prej rreth 345.000 eurosh.
Po atë vit, kompania e njëjtë fitoi tenderin nga Komuna e Mitrovicës së Veriut për “rikonstruktimin e trotuarit dhe rrugës Ivo Llolla Ribar në veri të Mitrovicës”, në vlerë prej gati 330.000 eurosh, ndërsa rreth 325.000 euro iu ndanë për “ndërtimin e Sallës së Sporteve në Mitrovicën e Veriut – Faza II”.
Përveç tjerash, kompania RAD P.T.P. mori tenderë edhe për ndërtimin e banesave për personat e cenueshëm, për prokurimin e teknologjisë, materialeve të ndërtimit apo mobilieve.
Kompania tjetër e Steviqit RAD D.O.O. mori, po ashtu, tenderë të vlefshëm, të hapur nga komunat me shumicë serbe në veri të Kosovës.
Një nga kontratat më të vlefshme ishte ajo për rindërtimin e infrastrukturës së rrugës Kral Petri në Mitrovicën e Veriut, e cila u lidh në korrik të vitit 2020.
Komuna e Mitrovicës së Veriut ndau afro 700.000 euro për këto punime.
Tenderin e fundit nga institucionet që punojnë në sistemin e Kosovës, Steviq e fitoi në shtator të vitit 2021 për disa punë shtesë në rindërtimin e rrjetit të kanalizimit në Zveçan.
Edhe pse pas dhjetorit të vitit 2021, kur u fut në listën e zezë amerikane, nuk mori asnjë cent nga institucionet e Kosovës, Radulle Steviq vazhdoi “të ndërtonte” nëpër Kosovë me para nga buxheti i Republikës së Serbisë dhe me kompaninë RAD 028.
Sipas Agjencisë për Regjistrat e Bizneseve në Serbi, Steviq siguroi të hyra prej më shumë se 8 milionë eurosh më 2022 dhe 2023, ndërsa të dhënat për këtë vit nuk janë ende të disponueshme.
Sipas portalit të prokurimit publik në Serbi, kompania RAD 028 e nënshkroi kontratën e fundit më 12 shtator me autoritetin e përkohshëm komunal në Mitrovicë të Veriut për prokurimin e materialeve ndërtimore për ndërtimin, rindërtimin, rehabilitimin dhe përshtatjen e objekteve të banimit familjar për njëzet komuna në territorin e Kosovës.
Në Kosovë janë dhjetë komuna me shumicë serbe, por serbë jetojnë edhe në mjedise që u përkasin komunave me shumicë shqiptare.
Ky tender kap vlerën e rreth 407 milionë dinarëve ose rreth 3.5 milionë euro.
Përveç kompanisë RAD, fitoi edhe kompania Beta Gradnja D.O.O. Mitrovicë e Kosovës, e cila përmendet në aktakuzën e Prokurorisë Speciale të Kosovës për rastin Banjska.
RAD 028 won valuable tenders throughout this year, and some of them are related to the construction of residential buildings for the needs of socially vulnerable persons, for which about one million euros have been allocated from the Serbian budget, then to the decoration of a newly built cultural and educational facility, the construction of a warehouse, the renovation of a facade and the construction of sidewalks in the municipality of Lipjan, worth about 3 million euros, and so on.
At the end of July 2023, Radio Free Europe reported that the RAD 028 company was taking on jobs financed from the Serbian budget in municipalities south of the Ibar, even though in some of them almost no members of the Serbian community live.
In the first six months of 2023, RAD 028 received over six million euros from the budget of the Government of Serbia.
During 2022, within two days, RAD 028 received two large tenders from the interim municipal authority in North Mitrovica – financed from the budget of Serbia and worth around five million euros.
One had to do with the construction of the university that operates under the Serbian system, while the other with the reconstruction or construction of facilities within the "Health Center of Mitrovica of Kosovo".
Otherwise, these works in Kosovo, based on a decree of the Government of Serbia, are exempt from value added tax (VAT), which is 20 percent./ REL
