Nach dem „Bergpaket“ und der Küste hat sich Edi Rama den Fußballfeldern zugewandt: Stadionprojekte in Tirana, Durrës, Korça und Vlora dienen dazu, den Bau von Türmen, Hotels und Einkaufszentren auf 153.000 Quadratmetern öffentlicher Fläche zu rechtfertigen.
Unter dem Deckmantel der Sportmodernisierung hat die Regierung den größten städtischen Raubzug des Jahrzehnts inszeniert. Gewinner des Durrës-Stadionprojekts ist die Firma „51N4E“, in der Linda Ramas Tochter arbeitet, zusammen mit „Plan Comun“, einem Unternehmen mit Verbindungen zum Premierminister selbst.
Gleichzeitig werden öffentliche Grundstücke rund um die Stadien zu Baustellen für Bauoligarchen, Ramas Verwandte und Oppositionspolitiker umfunktioniert, die über neu gegründete Firmen profitieren.
In Albanien ist jedes „nationale Projekt“ eher ein Bauvorhaben als eine öffentliche Entwicklungsmaßnahme.
Diesmal hat sich Premierminister Edi Rama für eine weitere käufliche Immobilienaktion ein Fußballtrikot übergezogen, die er als „Modernisierung der Sportinfrastruktur“ bezeichnet.
Tatsächlich handelt es sich um einen 260 Millionen Euro teuren Bauplan, der vier Stadien in Tirana, Durrës, Korça und Vlora umfasst. Jedes dieser Stadien wird von Hochhäusern, Hotels, Einkaufszentren und Luxuskomplexen begleitet.
Das Durrës-Stadionprojekt, das als Symbol des modernen albanischen Fußballs präsentiert wird, ist das perfekte Konzept, um 153.000 Quadratmeter öffentliche Flächen durch einen Kreis privater Bauten zu betonieren, der sich um das Stadion „Niko Dovana“ erstreckt.
Die Familie Rama im Mittelpunkt des Projekts
Laut Dokumenten, die dem Magazin „Pamphlet“ vorliegen, ging der Zuschlag für den Entwurf an das niederländische Unternehmen „51N4E“, in dem Linda Ramas Tochter arbeitet, und an das französische Unternehmen „Plan Comun“, das bereits mit Edi Rama an Stadtentwicklungsprojekten in Tirana zusammengearbeitet hat.
Diese von der Kommission unter der persönlichen Leitung des Premierministers ausgewählten Unternehmen sind jedoch nur eine Fassade für ein Komplott, das die wahren Drahtzieher verbirgt: Oligarchen der Baubranche, Geldwäscher und mit Olsi Rama verbundene Unternehmen.
Interne Quellen bestätigen, dass neben bekannten Unternehmen auch neu gegründete Firmen von DP-Politikern beteiligt sind, die den Gruppen „Troplini“ und „Hajri“ nahestehen. Diese kontrollieren einen Großteil der Bautätigkeit in Durrës.
Die stille Zusammenarbeit zwischen SP und DP garantiert eine reibungslose Gewinnverteilung in einem Geschäft, das darauf abzielt, Staatseigentum in Privatbesitz umzuwandeln.
153.000 Quadratmeter als Geschenk an Bauherren
According to the detailed plan approved by the Albanian Investment Corporation, headed by Elira Kokona, former Deputy Secretary General of the Prime Minister's Office, the project includes five investment areas:
1. Stadium Area (27,037 m²) - reconstruction of the sports arena.
2. The first area outside the stadium (32,715 m²) - construction of multifunctional complexes with offices, hotel, library, shopping and entertainment centers.
3. Second area outside the stadium (28,598 m²) - residential buildings, production units and business offices.
4. Third area outside the stadium (18,597 m²) - residential and commercial buildings.
5. Fourth area - “Hotel Fari” (11,562 m²) - a luxury complex with restaurants, conference rooms and relaxation areas.
In total, 118,509 m² are designated for immediate private construction, while 34,491 m² of public space will be “donated” to developers to build commercial buildings and sidewalks.
Thus, the project that Rama presents as “the return of sports life” is in fact a massive urbanization plan that eliminates every green meter and every public property around the stadiums.
Money laundering and oligarchs together
Sources from the Tax Directorate and construction structures confirm that some of the companies that will take over the stadium projects were created just a few months ago, without real capital, with formal representatives and with an ownership structure covered through offshore companies.
They include well-known construction names linked to the benefits of the towers in Tirana, while the investments are being presented as private co-financing with "international funds" that do not exist in any foreign bank.
This mechanism is identical to the one used in the "National Arena" project, where the construction company took over the surrounding public properties, building towers and shopping centers that today generate millions of euros in profit, while the football federation and citizens received nothing.
Another power scheme: concrete over sports
On paper, Rama promotes football as “civic education,” but in reality he has transformed stadiums into construction assets.
This is the new phase of his project to convert every public property into a private business.
After beaches, forests, and mountains, now it is the turn of stadiums; the most expensive lands in Albanian cities, which are passing into the hands of a closed economic and political circle.
In conclusion, the stadium project is not about sport, but about concrete.
Under the slogan “for football”, Edi Rama has set in motion the same corruption scheme that destroyed Tirana’s urban planning: family companies, construction oligarchs, money-laundering traffickers and opposition politicians who silently collaborate.
