Former Civil Emergencies Director Shemsi Prençi has spoken out about the use of pepper spray against protesters during the opposition protest on April 17. Prençi rejected claims that the spray used was bear spray.
He stated that the spray was purchased in Iran and is certified. Among other things, he emphasized that the police committed flagrant violations by hitting the DP deputies.
Prençi said that police intervention with spray occurs where the parties have strong means, which according to him, in the case of DP activist Aulon Kalaja and the others, they did not have any strong means.
" Spray is professional, it is part of the armament of special operational structures used for crowd dispersal, but there is a protocol on the standard procedure. Naturally, I am one of the authors of this because the equipment was purchased at that time. I was the director of the operational mobile forces at the general police directorate.
After the events of the January 21 protest, a team of four senior state police leaders wrote to Israel and purchased precisely these anti-protest devices. They are certified, standardized, and in use.
Now, in terms of use, there is a line of demarcation between where these are used and who they are used against.
It is also clear who they used it against. The water cannon attack directly on the stand where the leader of the Albanian opposition was during two previous protests, the use of tear gas directly against the leader of the opposition, and the spray attack against Aulon and against MP Luçiano Boçi and MP Balliu is a flagrant violation.
Because we don't have violent actions, we lack proportionality. Proportionality stems from the action of the protester, and you, as a professional police officer for intervention, for crowd dispersal, must know who to use it against. Use it against those who have strong means because I don't see these as strong means ," he said.
