"Is there a father?"/ Scandal, civil registry forcibly registers

Silvana Lulaj has come from Bari to Albania to solve a problem that has kept her son without legal identity for 8 months. The child, born in Italy, has remained in Albania after Silvana was forced to bring him due to the loss of her father. Since that day, she has faced the refusal of institutions to register him.

In the administrative unit of Cakran, Fier, Silvana was told that the child could not be registered because she was still married. Civil Registry employees conditioned the registration on the fact that she did not live with her legal spouse, openly asking her "who she had the child with", while the request for registration was rejected without a concrete solution.

Even after the intervention of the show "Stop" on Tv Klan, the response was negative. Employees of the Civil Registry in Cakran and the General Directorate informed Silvana that the case would be sent to the court for an opinion since she was in the process of divorce. For months, the child remained unregistered, without the right to health care or legal benefits.

Citizen:  I am the mother of that child who I have come to register twice before. I am Mrs. Silvana Lulaj, married to Mr. Kalem Lulaj.

Specialist:  Yes!

Citizen:  This is my son's birth certificate in Italy. I have it with an apostille. I am requesting the registration of my son!

Specialist:  Yes, you are married, where… Silvana Lulaj.

Citizen:  Yes!

Specialist:  Yes, you are with Kalem here.

Citizen:  And if I am?

Specialist:  How is it possible for you to register a child...? And who did you have this child with? Who did you have this child with?

Citizen 1:  What does it matter who she had the child with!

Citizen:  What does it matter!

Citizen 1:  Are the papers available so I can register my son?

Specialist:  The child will, will… The lady is married. But what about the father?

Citizen:  No!

Specialist:  You're going to do this to your father... Do you have this father?

Citizen 1:  Now, then we leave the father alone, something! Can we register the child or not?

Specialist:  No!

Citizen 1:  The reason?

Specialist:  No! It must be… The lady is married.

Citizen 1:  Yes! Also?

Specialist:  He must record the paternity of the child!

Citizen 1:  So you're saying that with these documents he has, he can't register.

Specialist:  No! Without paternity, it's not like she's married.

Citizen 1:  Is it registered or not?

Specialist:  Become a father and this will be recorded!

Citizen 1:  So…?

Specialist:  Make this child's father as if she is married and let's register it directly automatically!

Citizen 1:  That's it?

Specialist:  Yes!

Only after the divorce proceedings were registered for the second time in the Fier Court was the case resolved. The child was registered, but with the paternity of Silvana's legal husband, with whom she has not lived together for more than 20 years and remains married only on paper.

After the divorce, Silvana will be forced to open another lawsuit to remove the paternity of a man who is not the biological father of her child.
