Six state officials have been placed under security measures at the request of the Elbasan Prosecutor's Office, as they are suspected of involvement in a scheme to abuse state economic aid funds, causing damage to the budget of around 12.5 million lek.
According to the official announcement, the First Instance Court of General Jurisdiction of Elbasan has imposed the measures "Obligation to report to the judicial police" and "Suspension of exercising a public duty or service" against six people with duties as social administrator, postman, director of a municipality department and administration specialists.
They are accused of the criminal offenses of "Abuse of office" in collaboration, "Theft by abuse of office", "Forgery of documents" and "Unauthorized computer access".
The investigation began after a citizen reported it in April 2025, who raised suspicions of abuse of the economic assistance scheme in relation to his family members. Following investigations conducted by the Elbasan Prosecutor's Office in cooperation with the Economic and Financial Crime Investigation Section, a well-organized scheme operating in an administrative unit of the Elbasan district was discovered.
According to the prosecution, for the period October 2024 - July 2025, families who did not meet the criteria to receive financial support from the state were illegally included in the economic assistance scheme. Investigations show that the number of beneficiaries was artificially increased, while the funds were illegally embezzled.
The prosecution announces that after the initiation of criminal proceedings, the number of beneficiary families in this administrative unit dropped significantly, from 320 to only 110 families, which according to investigators confirms the extent of the abuse.
The investigative actions concluded that the officials involved acted in collusion with each other, failing to administer the necessary documentation, fictitiously increasing the lists of beneficiaries, and failing to exercise the legally required controls to prevent illegal activity.
The Elbasan Prosecution Office has announced that the case will be sent for trial, after the suspects have been informed of the charges and have received the status of defendant.
