It is not known whether or not there will be a reaction from the institutions or Edi Rama by May 28, but it seems that every passing day brings us closer to the deadline that Pacolli has set before addressing the Court of Arbitration.
Prime Minister Edi Rama has 72 hours to avoid an arbitration lawsuit by Behgjet Pacolli regarding the Vlora Airport. The Head of Government has avoided any comment regarding the clashes created between Behgjet Pacolli's Mabco companies and Valon Ademi's "2A Group", although the situation has prevented the completion of the works.
The clash between Behgjet Pacolli and Valon Ademi began in the fall of 2025 over the administration of VIA. The parties had signed a notarial contract, according to which the share of “2A Group” would increase from 2 to 49 percent, but this contract was not registered with the Central Bank. “2A Group” went to court, which initially blocked the activity of “Mabco” in the Assembly.
Meanwhile, an unprecedented situation has been created in the last week, where subcontractors operating at Vlora airport are not allowed to enter the construction site, while private security and the State Police are occasionally forced to create fences to avoid possible clashes.
On Monday morning, the same situation as the last 5 days was repeated, where employees contracted by Mabco and Pacolli are unable to enter what they consider to be their property.
Meanwhile, Behgjet Pacolli has chosen to react on social media, accusing institutions in Albania of acting contrary to the law by defending injustice, according to him.
"The culprit for this shame is someone who shamelessly betrayed the trust he had for over 18 years and someone else who worked on someone else's behalf!"
Today, Vlora Airport is effectively blocked, with over 50 Mabco engineers, who have been in a prison-like situation for 6 days.
"This illegal action, unfortunately, is being protected by the Albanian State Police ," Pacolli wrote in a recent reaction on social media.
He is following many reactions in recent days, the harshest of which was the ultimatum he has imposed on the institutions, indirectly on Prime Minister Edi Rama, to provide a solution to the situation by May 28, otherwise the matter will go to Arbitration.
" MABCO requests the Albanian state to guarantee immediate and protected access to the construction site for MABCO and its staff by May 28, 2026, to stop using the police to exclude the main investor, to ensure freedom of movement and basic conditions for employees and specialists, to preserve evidence, to unblock critical equipment at customs, to not recognize the effects of the contested notifications of May 14 and 21, 2026, and to organize an urgent institutional meeting with the Ministry of Interior, the Public Works Department, the Civil Aviation Authority, Albcontrol, the Independent Engineer and BKT.
"In the absence of compliance with these requirements by May 28, 2026, MABCO warns of the initiation of international arbitration against the Republic of Albania under the Switzerland-Albania Bilateral Investment Treaty and the pursuit of all legal remedies provided for in the Concession Agreement and in law ," the public statement states.
The company claims to have been completely excluded from the construction site and from real control of the investment, while accusing the firm “2A Group” of attempting to take de facto control of the project through a contested administration of the company “Vlora International Airport”. According to the chronology presented by MABCO, on May 14, 2026, a notice was issued to terminate construction relations, which the company says it officially rejected on May 16.

MABCO claims that the economic value at stake from this blockage of works ranges from 250 to 350 million euros. This means that if the case ends up in Arbitration, Albania risks a hefty bill, even though every time the Government loses the courts, we hear the Prime Minister declare that no amount will be paid.
The clash between two businessmen and their respective companies that worked for the Vlora Airport has also been moved to the justice institutions. The file in question has been taken over by the Tirana Prosecutor's Office, which is conducting investigations, while Ademi of "2A Group" has also filed a lawsuit in Court regarding a loan contract in the amount of 100 million euros that "Mabco" received from the "Delphos" fund. / Pamphlet /
