Businessman with a dark past in Italy, Edmond Shahini, known as Edi of Mektrin Motors, representative of Land Rover and Volvo in Albania, celebrated on a luxury yacht in Karaburun the finalization of the alleged 4 million euro corrupt affair with the director of the Centralized Purchasing Operator Arlinda Pogaj for the rental cars of the State Police. Shahini had gathered close friends and associates on the yacht, sailing happily towards the Pirates' Cave and then stopping at an unpopulated beach.

One attendee said that several thousand euros worth of champagne and wine bottles were opened. After the alcohol got out of control, the party also joked about the corruption of the director of the Centralized Purchasing Operator Arlinda Pogaj, who has signed tens of millions of euros for cocaine and prostitution bosses, leaders of criminal groups, counterfeiters and those convicted of corruption.

Ironically, jokes about the 'ustallesha' of tenders were exchanged, accompanied by laughter and belly-shakes, in front of the Pirate's Cave, known as the Lair of Sea Thieves. The pirate of public tenders enjoyed the sunset between Karaburun and Sazan, while the 'siren' of Centralized Purchasing was preparing for the next 'strike' until it ended up in Pogradec Prison like its predecessor.

Corruption affair

Arlinda Pogaj has organized the tender to rent 120 cars for the State Police, for four years. The cost of a rented car is 34 thousand euros, its value. Given this cost, the public entity would be more interested in buying the cars than renting them. From here on, this tender is unnecessary and abusive. The rental seems to have been invented to steal public money.

For 60 rental cars, Pogaj has announced the winner of the company EUROCAR RENTALS shpk, with a bid of about 34 thousand euros per rental car. The company is owned by citizen Idrit Lama. The latter is the predecessor of Edmond Shahini. The company was founded by Shahini, but in 2022 it was formally transferred to Lama's name, who also changed the name from Luxury Rent a Car to EUROCAR RENTALS.

Since 2017, the company has been circulating money from dubious sources, and in recent months has entered public tenders. The company is located at Edmond Shahini's business address at "Durrës - Tirana" Highway, Km 6. The two firms have also participated as a joint venture in tender procedures.

For the next lot, for 60 rental cars, at a cost of 34 thousand euros, Arlinda Pogaj announced the winner as the company Mektrin Motors of Edmond Shahini, with the highest bid. In order to announce the predetermined winner, the company “ALBANIA MOTOR COMPANY” with the lowest bid were disqualified with the argument that “it had no similar experience in the last 3 years” and the company “PORSCHE LEASING” with the argument that “it had not declared the names of the partners”.

In 2017, the capital of the Mektrin Motors company increased to 6 million euros in a suspicious manner, an increase which seems to stem from the injection of millions of euros in 2008 into the car business, money with a highly dubious source.

The company has won 24 public contracts, but verifications show that it does not prioritize public tenders. There are serious indications that the car company was used to launder money with the proceeds of illegal activities abroad.

Edmond Shahini was booked for suspicious activity in Italy between 2005 and 2010. His name appears in the files of the Italian authorities, while it is not known whether the archives of the State Police and SPAK contain data on his activity.

From 2008, Edmond Shahini began investing money from dubious sources in businesses in Durrës, mainly in opening service points, wholesale and retail sales of cars and their parts, renting out vehicles of all types, acquiring representation in the vehicle trade, fuel trading, etc.

These are investments worth tens of millions of euros, while the companies' initial capital is negligible, a common symptom of suspected money laundering.
