Those who were released with amnesty have gone back to their jobs, except for two people, who were arrested again within the day of release: one as a wanted person by Italian justice, while the other stole a car 2 hours after leaving prison.
But the places they left empty in the prisons are being rapidly re-filled by other people who have been arrested and are being arrested every day by the police, the SPAK prosecutor's office, for various criminal offences.
Through the criminal amnesty, 780 people were released from prison, while according to the information available to "Pamphlet", during the two weeks after the amnesty, 300 people were arrested, occupying 40% of the places that were vacated.
We do not say that those who commit criminal offenses should not be arrested, but the large number of arrests within two weeks after the amnesty is an indication of the absurdity, that the Albanian police and justice continue to use only measures of arrest in prison.
Of the 300 people arrested after the amnesty, 253 are accused of minor offenses and criminal misdemeanors, among them teenagers and young adults caught with drug overdoses, stealing food from stores, beatings in public areas and driving while intoxicated.
For these violators of the law, the Code of Criminal Procedure also provides for investigation and trial in a free state with police supervision, house arrest and mandatory appearance, because such measures have also been applied to government officials caught with corruption of millions of Euros.
The arguments of the criminal amnesty law were as follows: the rehabilitation of convicts with re-return to free life; reducing numbers in overcrowded prisons; and the implementation by the police and the prosecutor's office of milder criminal measures outside of prisons, of persons who commit light criminal offenses.
But the fact that on April 24, 780 people were released, while within 2 weeks after the amnesty, 300 people were arrested, proves that the police and justice find it easier to arrest and fill the cells of police stations and prisons.

And we are faced with the fact that the amnesty emptied some prisons, while the police and justice are immediately filling them with a flow of arrests./ Pamphlet
