Former Finance Minister Arben Malaj clashed with Dritan Shakohoxha over the construction sector. In "Opinion", he said that the construction sector is the best form for money laundering, adding that in Albania too there are elements of this nature that have distorted the market.
" First and foremost is the supply-demand ratio. Buy, but with what sources do they buy it, from income from work, credit or informal sources, which are even criminal and have raised prices so much in Albania. From companies, like Trump's that he has declared a terrorist organization, it seems to me in Ecuador, and we have investments in Albania.
Organized crime, even from Italy or other countries, is sensitive to real estate. There are Albanian intermediaries, then there are foreigners. In risk analysis, in money laundering, in all the manuals, the best organizations in the world, construction is a red flag, because it is the best opportunity to launder money. And the price increases when one of the elements is deformed, or the supply has fallen, which we give endless permission for, or the demand has increased unreasonably , "said Malaj.
His analysis was followed by a debate, after Dritan Shakohoxha opposed it, saying it was a serious accusation.

Arben Malaj: Hey, you're an expert on sports, I'm for this and you tell me...?! Seriously and loudly! I say who has distorted the market that an Albanian cannot buy?! You tell me?! Criminal money in construction for Albanian citizens, because I'm an expert on that... Why did the Bank of Albania impose strict rules to reduce demand in the market?! We don't finance 100%, to reduce demand. Demand is distorted!
Dritan Shakohoxha: You just said that the Bank is intervening to curb demand, while you say that the demand comes from the underworld.
Arben Malaj: You don't understand the logic! Bank demand falls and criminal money increases. The bank does it because it has been forced to since the 2008 crisis...
