The Milan Public Prosecutor's Office has closed preliminary investigations into a public tender announced by the Municipality of Milan in relation to the international design competition for the construction of the European Library of Information and Culture, writes La Repubblica .
The announcement of the conclusion of the preliminary investigations was made to six defendants, including the famous architect Stefano Boeri, a friend of Prime Minister Edi Rama who is the 'head' of the concreting of Tirana by the Milan Public Prosecutor's Office, which accuses them of violating and manipulating the freedom of auctions and making false declarations.
Stefano Boeri and another architect, Cino Zucchi, according to Milan prosecutors, did not declare the conflicts of interest that existed between them and the candidates who won the competition for the construction of the European Library, for which they were respectively presidents and members of the judging committee.
The other three suspects are Angelo Raffaele Lunati, Giancarlo Floridi and Andrea Caputo.
The European Library of Information and Culture is a work worth over 100 million that will be built with PNRR money. But the complaints against the two architects relate to their conduct as jury members in the 9 million euro tender for the award of the project for the work.
On February 18 last year, the investigating judge rejected the house arrest requested by the Milan prosecutor's office, but the two famous architects will not be able to be part of the judging committees in public competitions.
The investigation has uncovered an agreement "between the participants in the tender Lunati Angelo Raffaele, Floridi Giancarlo (Onsitestudio) and the commissioners Zucchi and Boeri, which occurred due to the intervention of Pier Paolo Tamburelli (partner of Studio Baukhu), a professional personally involved in the design of the winning project of the tender and with whom Lunati and Floridi maintained contact during the procedure". This is what Milan prosecutors wrote in the charges for the request for house arrest for the two architects.
Violating the anonymity provided for by the tender announced by the Municipality of Milan, "Tamburelli came into repeated contact with Commissioners Zucchi and Boeri during the process of evaluating the competing projects in 2022 and in the phases immediately preceding the selection of the winning competitor, so that the Commissioners could identify, improve and support the project presented by the Onsitestudio-Baukuh-Sce + others grouping for the purposes of awarding the tender, as has actually happened".
Also in the documents are, among other things, messages on "Whatsapp" and Telegram, between July 6 and 8, 2022, later deleted by Boeri and which had as their subject the result of the race. A preliminary hearing has been scheduled for February 4. / Pamphlet
