Besnik Halili, president of the Sol group in Albania, is a businessman with a dark past that in its genesis has its connections with the Italian mafia. Much talked about as a corrupt tender, recently it is said that Besnik Halili also owns some Hece that are hidden in the names of other people. The strong political connections with ministers and former ministers of Edi Rama have turned Besnik Halil into a businessman who pockets millions of euros from the taxes of Albanians and from corrupt deals with tenders such as the case of "OXYGEN".
The company that receives the corrupt tenders in our country is known as "GTS-Gazra Teknike Shqiptare" shpk", it is suspected that it was the guarantee of the Prince of Ndragheta, Antonio Gallo to bribe government officials and also to launder money in Albania. In the interceptions published two years ago, they talk about "Nik", who according to Gallo is the president of the Sol group, "has connections with oxygen, has connections with hospitals, with Enel, with everything". According to Gallo, this person, who in Albania goes by the name of Besnik Halil, is an engineer by profession, and also the husband of Luneda Sufali, the former director of Games of Chance. But sources from SPAK told the Timoni.al portal that the arrest of businessman Besnik Halili is being prepared. In connection with this affair, SPAK and the former Ministry of Health, Ogerta Manastirliu, gave explanations.
But is Besnik Halili unknown?
It turns out not! In an elementary verification, Halili has been at the center of several investigations in the online media, in an article in May, it was written that Halili with the company "Gts" had in hand all the oxygen of the hospitals. The monopoly of oxygen in the hands of Halil, his wife and Manastirli, the portal accused in the article dated May 7, 2020. This information seems to have been read by the members of Ndragheta, they refer to "Nik" as the main name of oxygen. "He is Albanian, he is the President of this group there in Albania," says Gallo while he further talks about some plants, which are not understood if they are related to oxygen, but he says that it is possible to work "also in hospitals", (by referred to investments in Albania).
But what did the investigation find?
It turns out that, since 2016, the company "GTS" is the winner in almost the majority of tenders. But, until that moment, there was a peculiarity - in the tenders won by it, there were also other competitors.
Starting from the end of 2017, which coincidentally also coincides with the strengthening of institutional relations Ogerta Manastirliu - Luneda Sufali, "GTS" takes the form of a "monopoly" company. In all the tenders developed by the Ministry of Health and subordinate structures, including the Tirana University Hospital Center, for hospital oxygen, only "GTS" or the same company, in cooperation with "Messer" shpk.
This union of operators was also recently announced as the winner of a tender, without competition, worth 5 million euros, for the supply of hospital oxygen to the Health and Medical Center. The same union of operators, in the period 2016-2020, was declared the winner in a series of hospital tenders, with a limited fund in the total value of around 4 million euros.
The company "GTS", for the tenders in which it participated as a sole operator, has won about 3 million more tenders in hospital structures, during the period 2016-2020.
Meet Besnik Halil, the richest health oligarch!
It can be safely said that Nik Halili is the richest health oligarch. This is due to the fact that he and his company GTS have monopolized all the liquid oxygen tenders from all state institutions under the Ministry of Health, from the time of the pandemic onwards. This article will deal with the case of receiving from the State Budget 77 Million Lek within one week in violation of the law.
He became known to the public after the publication of the 'Ndranghetta's wiretapping and since then, as luck would have it, instead of going behind bars, he became the richest health oligarch with a value of public procurement procedures of 24 billion Lek without VAT only with the company his GTS, but it is said that it is not the only one, since with the aim of removing the idea of monopolization, MESSER Albagaz is one of the beneficiaries of the same tenders, since sources for JOQ state that it is also owned by Halil.
It turns out that within one week, Halil was awarded two tenders in violation, marked with REDFLAGS for "Lack of Competition", due to the fact that he benefited in violation of the law by competing with himself with no other competitor in the competition. The first tender with a value almost equal to the value of the Limit Fund of 35 million was awarded by the Obstetric-Gynecological University Hospital "Koco Gliozheni" Tirana on June 21, 2021, while after 7 days, on June 28, 2021, a tender of 100 % of the Limit Fund from the Directorate of the Gjirokastër Regional Hospital with a value of 51 million Lek.
If SPAK is looking for material to investigate, Besnik Halili is the first concrete case, although there is work, but there are no professionals. /Timoni.al
