They are almost unbelievable and staggering figures in relation to the annual budget of Albania, but the letters of benefits and episodes of corruption are official. They are there, challenging equality before the law, the public interest and the new justice, which cannot be escaped even by a fish crate, a canal in Lushnje, a combine harvester, a goat or a ton of oil.
The oligarch of the Berisha family, Bashkim Ulaj, is the beneficiary of money and public assets worth more than 3 billion euros, through clientelistic, corrupt tenders and concessions and with false documents, through permits of environmental crimes for hydropower plants in protected areas, stone and cement, through the scraping of national roads, towers and the construction of roads that were built once, such as the Milot-Thumane axis, etc.
No other oligarch and client can approach Bashkim Ulaj for benefits, which, not by chance, is never bowed down by Sali Berisha and Ilir Meta, belots, bees, mules and their media hounds.
Bashkim Ulaj has received about 70 million euros in tenders with the Gener 2 company with the Rilindah. The tenders for Baçi are awarded raw and drink expensive wine 4-5 thousand euros a bottle, while ARRSH, ADFZ and large municipalities simply prepare the papers.
Let SPAK investigate one of the practices with a flag of corruption, where the limit fund is as much as the winning bid, while not even a contract has been implemented without stealing the volume of works, deviations from the project and the quality of the works.
About 34 million euros in tenders, Bashkim Ulaj quickly lost them with the fraud company DH Albania, which he had transferred in the name of his sportsman, Avdjol Dobi. The latter was removed as if it were a representative of an American company that had only seen it on the Internet.
The affair ended only with the sentence of the Dobi boy to 6 months in prison. Dobi didn't spend a single day in jail, because he had Baci. The prosecutor who saved Ulaj, Gjiknuri and Afrim Qendron was Gjergji Tako, who was sent for re-education by the Vetting Commission, returning to the system again. The facts and the money were not followed, but the scheme was followed to save the heads of the affair.
About 300 million euros of tender Bashkim Ulaj received with the company 4 AM, which it transferred to the name of Ardi Metaliaj. This company has been caught several times with false papers and cheating with the implementation of contracts, but has always escaped punishment.
Meanwhile, the concession of the Thumanë-Vorë-Kashar road will cost Albanians 1.56 billion euros (with VAT), where the beneficiary is Bashkim Ulaj's company, which entered the market and got rich from the hand of Sali Berisha, when he came to power in 2005.
Bashkim Ulaj has benefited hundreds of millions of euros from the power of PD and SP with corrupt permits for hydropower plants in Valbona, HPPs throughout the North, quarries, rivers, etc.
Bashkim Ulaj stands behind several hydropower plants in Zallin e Qarishta, the Suha e Sipërme hydropower plant, the "Suha" hydropower plant, Seta, etc., in addition to the hydropower plants in Valbona, all of which are in violation of the law and fake documents, up to the forgery of the signatures of the residents of the villages .
Through the company G2 Blu, Bashkim Ulaj has also won the concession for "Design, Construction, Operation, Maintenance, Rehabilitation and Transfer of the Milot - Thumanë Road Segment".
As to what Baçi will design and build, SPAK must give the answer, since the 13.5 kilometer road, Milot - Thumanë, was completed years ago and is in good condition. So this road was built once with public money.
It would make sense to build a Milot-Shkodër highway, but Milot-Thumanë has become a road and Baçi has nothing to do, except to do some sightseeing and put some money in his pocket. This affair will cost the Albanians hundreds of thousands of euros.
The benefits of Berisha's oligarch do not end.
The biting of the ants under Kruja was done with the never-satisfied mouth of Bashkim Ulaj, but with the permission of the power of Berisha and then of Rilindja.
His name is associated with towers and palaces, bargains for thermal power plants, the opening of Albania's roads with optical fibers, the destruction of Rana e Hedhur, with terrible and irreparable environmental crimes, as well as with a plan to take over the oil fields.
Five apartments in the building on Mustafa Matohiti Street and the office in the tower near the stadium are just a tip that Ulaj gave to Sali Berisha, who was the first to put Baçi's hands into public money and assets.
But, surprisingly, what Ulaj has benefited from the power of Berisha, are modest in relation to the affairs that Ulaj finalized after 2013, when the socialists came to power.
There is no doubt that Bashkim Ulaj would not be able to get even five lek without the corrupt links with the circles of power, without 'respecting' those who make the affairs papers, without corrupting directors, mayors, ministers, prosecutors and judges.
SPAK does not investigate at least one of Bashkim Ulaj's affairs, the hydropower plants with false papers confirmed by the Supreme Court, the clean Milot-Thumane affair, the 1.56 billion euro Thumë-Vorë-Kashar concession, 300 million euros with false papers for Ardit Metaliaj or the 34 million euro affair with DH Albania. Only one episode of flagrant corruption of Bashkim Ulaj is not investigated by SPAK, as it is dealing with Elton Qyno's journalist, who has committed "a serious crime", publishing a news about the laundering of accounts between criminal groups. /Backstage
