Analyst Neritan Sejamini said that the local government has an interest in granting as many building permits as possible, in order to receive the income from the construction tax. But according to him, most of the constructions are done with the income that comes from drug trafficking and corruption.

Speaking about the concreting of Tirana since 2016, with the arrival of Erion Veliaj at the head of the municipality in an interview for "The Unexposed", Sejamini said that this system set up in Tirana is a robbery mechanism even from politics.

Neritan Sejamini: Here it is not a problem where the money comes from. Here everyone wants to get money. The municipality needs some money and says: if you brought me 3 or 7 percent to make the flower beds and roads, it doesn't matter where you found it, take it from your neighbor if you don't have it, if your neighbor doesn't have it, bring it in a bag. The government says: You build this? Do you do this to me as I want the project because the government gives the project ready? We have everyone who wants to ensure their budget, I am leaving the corrupt side and the source of income of the municipality of Tirana comes from the construction tax. It has an interest in granting as many building permits as possible.

Ola Xama: 70 million euros last year.

Neritan Sejamini: So 70 million euros only from the construction tax in Tirana, while the total budget of the municipality of Tirana is 110 million euros. So he gets 40 million euros from everything he does and 70 million euros from the construction tax. So we actually have a local government that is financed by crime money. The Municipality of Tirana does not care where the money comes from, these 70 million. We are in a situation where no one wants the system affected. Can the bank prevent it? Yes, of course. Can SPAK prevent it? Undoubtedly, we have them in the middle of Tirana. All of them can be caught for tax evasion, at least. It is a deliberate system where everyone tries to rob. And they have found a system where the robbery comes from international traffic.
