
The State Commissioner of Elections, Iliran Celibashi, on Tuesday approved the report on the findings from the audit of the financial reports of political parties, imposing a total of 108 fines for non-implementation of legal provisions on financial transparency.
For violation of the provisions on the financing of political parties, Celibashi imposed an administrative sanction in the amount of 60,000 lek for 94 political parties, while for violation of the obligation to report, 14 parties were fined 1,000,000 lek each.
3 parliamentary parties, the Socialist Party, the Democratic Party and the Social Democratic Party, were found to have committed reporting violations and unjustified cash payments, which were fined 60,000 ALL.
The ruling party has been found in violation as it has not reported separately the expenses of the electoral campaign for the partial local elections of March 2022 and that it has made black payments, avoiding tax obligations.
"The payments made for the year-end bonus, as well as the payments for additional work by some of its employees, are not included in the list of payments reported to the fiscal bodies", the SP audit states.
Also, according to the audit, SP has not presented in the report the account for depreciation of the building that it rents from the state.
Irregularities were also found in the report of the Democratic Party, for not separating campaign expenses from the annual report. "In the financial statements, the party did not present income and expenses for its branches, based on the fact that there were partial elections in 2022. The income and expenses of the candidates are not presented in the financial statements", the report states.
While the Social Democratic Party of Tom Dosh, allied with the SP, there are irregularities in the liquidation of salaries, honorariums and grants which are also done in the black, the lack of calculation of withholding tax for these payments, lack of invoices for the rent of the headquarters and purchases not supported by electronic tax receipts.
The only parliamentary party that has not been found with problems is the former Socialist Movement for Integration (currently the Freedom Party), which has escaped sanctions.
The report shows that out of 131 political parties registered in the court, only 48 parties submitted their financial reports on time.
According to the CEC, 76 parties were not audited due to incorrect addresses, 7 other parties refused to cooperate with the legal auditors and 4 parties were announced on the list of subjects with passive status by the tax authorities.
The transparency of the financing of political parties continues to be a concern, while the CEC has asked the Assembly for legal mechanisms for this institution to control these financings, especially cases of the use of public assets in the campaign./BIRN
