The offices of the "GTS" Group in Albania, which are managed by the businessman Besnik Halili, who owns the monopoly of the trading of liquid and compressed oxygen, have been subject to a wave of checks by the agents of the National Bureau of Investigation and SPAK.
Investigation no. 17, registered mainly by SPAK on January 25, 2021, within three years has carried out a series of verifications, where it has been verified whether officials of various Ministries in cooperation with employees of the company "GTS-Gazra Teknike Shqiptare" have predetermined the criteria and forms of tendering procedures, declaring Besnik Halil's oxygen company the winner in all cases.
The investigation of this case has started after the articles in the media regarding the conversations transcribed by the Italian Authority of Justice, from which it appears that the Italians of the "Ndragheta" mafia clan, Antonio Gallo, Antonio Speziali and Claudio Larusa, are talking about a well-known Albanian person of them with the name "Nik", who according to the conversations, had connections in the Municipality of Tirana and could secure construction permits for new buildings that were being built in the center of Tirana against bribes given to the employees of the Municipality of Tirana.
Also, according to the conversations, the person who was known as "Niku" had participated and was declared the winner in several tenders conducted by the Ministry of Health, where, according to the media, he operated mainly in the field of oxygen supply to hospitals.
According to SPAK, from the conversations held by the Italian citizens, it appears that there are doubts that the income with which these companies were created and used to carry out their activities, originates mainly from illegal activities carried out within the framework of organized crime which operates in the territory of the Italian State and in the Republic of Albania.
From the verifications made by SPAK, it has been found that the person known as "Nik" is Besnik Halili, who is the founder and administrator of the company "GTS-Gazra Teknike Shqiptare sh.pk".
Halili turns out to have established a chain of companies such as "GTS-Gazra Teknike Shqiptare", "Hydro Energy Sotira", "Idro Energia Pulita", "Adr-Trans", "Green Tech", "N3H", "Messer Albagaz", " Sofigaz", "Sapio Produzione Idrogeno" where in some of these he is a shadow owner, carrying out dozens of suspicious transactions.
Through these companies, SPAK suspects and is investigating whether fictitious invoices have been issued, bringing bank transactions for concealment.
According to the investigation file provided exclusively by Elton Qyno, it results that from the period of 2014 to 2020, the company "GTS-Gazra Teknike Shqiptare" which is administered by Besnik Halili, has concluded 223 contracts with the contracting authority, mainly in the supply of technical medical gases , among others with the Ministry of Health as well as with the Directorates of Regional Hospitals.
During the investigation of this case, SPAK requested from the Public Procurement Agency, all the contracts that were concluded with this subject.
On February 23, 2021, SPAK informs that "GTS-Gazra Teknike Shqiptare" is a company created by the Italian company SOL spa and more precisely the latter has 100 percent of the shares of the company "GTS-Gazra Teknike Shqiptare".
"...in these circumstances the company "SOL" spa operates as a shell company..." - it is said in the file of SPAK.
Based on strong suspicions that company employees and state officials have pre-set the tenders worth millions of euros on the table, on May 20, 2024, SPAK and BKH carried out inspections in the offices of businessman Besnik Halili and among the employees of this company.
"Ora News" journalist Elton Qyno has provided documents that show that SPAK and BKH raided the offices of the "SOL" group, seizing computers, documents and telephones from there.
The actions of SPAK were carried out by the prosecutor Sotir Kllapi, who authorized 14 officers of the BKH, for the execution of control actions.
More specifically, the checks were carried out at the offices of the company "GTS-Gazra Teknike Shqiptare", a personal check was made on the businessman Besnik Halili, whose phone and other electronic items were taken.
Further, the control was carried out on Besnik Halil's wife, Luneda Sufali, who was a former employee of his company. Sufali currently heads the State Social Service.
In November 2015, Sufali resigned from the post at the Ministry of Finance and was appointed General Secretary at the Ministry of Social Welfare, which at that time was headed by Blendi Klosi.
Then, in November 2017, Mrs. Sufali was appointed Director of the State Social Service, with the signature of the Minister of Health, Ogerta Manastirliu.
Besnik Halili's brother, Ergys Halili, who is the administrator of the "NCI" company, has also carried out checks and seizures, the latter has made dozens of numerous money transfers with the companies managed by Besnik Halili.
The phones and computers were taken from the citizen Aldo Muça, administrator of the company "N3H", a company that has numerous bank transfers with the companies managed by Besnik Halili.
Gerti Idrizi, who is an employee of "GTS-Gazra Teknike Shqiptare" and appears as a legal representative in the CKB for all the companies administered by Besnik Halili, was also subjected to the control.
Alban Zoraqi, Elona Hoxhafi, who are the main financiers and the people who carried out bank transfers to all the companies managed by Besnik Halili, did not escape the wave of control.
Controls and seizures were also carried out at Ardian Strazimiri, administrator of the company "Sofigaz".
BKH has taken the phone and computer of Ervin Tushes, who is the drafter of technical specifications for every procurement procedure subsequently acquired by GTS-Gazra Teknike Albanian.
Another name whose phone and computers have been taken is Migel Zallemi, the chief financial officer of the company "Messer Albagaz", which in many cases is the winner of tenders in the company GTS, where together they entered in the form of the Union of Economic Operators.
Stojan Angjellari, in the capacity of the technical manager of the company "Messer Albagaz", his phone and computer were taken.
This company in many cases turns out to be the winner of tenders in the GTS society in the form of the Union of Economic Operators.
Ela Strazimir, the financial specialist of the company "Messer Albagas", was also checked, who was aware of the fictitious transactions made between the companies "Messer Albagas" and "GTS".
