The Special Court of Appeal for Corruption and Organized Crime has decided not to change the security measures for the persons included in the AKSHI file, after reviewing the appeals filed against the first instance decisions.

The director of the AKSHI, Mirlinda Karçanaj, and Hava Delibashi will continue to remain under "house arrest." For the other persons under investigation, previously determined security measures were left in effect.
The court also decided to maintain in force the measure of "prison arrest" in absentia for businessmen Ergys Agasi and Ermal Beqiri, who are still wanted and accused of being leaders of corrupt schemes related to AKSHI tenders.
The decision was made by Judge Florjan Kalaja, who reviewed the appeals against the decisions of December 15 and 18, 2025. The appeal fully approved the first-instance decisions for the six people under investigation and left the measures for the two wanted persons unchanged.
At the same time, the court ordered a ban on the publication or disclosure of the decision until the conclusion of the preliminary investigations, in accordance with the Code of Criminal Procedure.

“- Appeal against decision no. 125, dated 15.12.2025, of the Special Court of First Instance for Corruption and Organized Crime, with the subject: Assignment of personal security measure.
– Appeal against decision no. 131, dated 18.12.2025, of the Special Court of First Instance for Corruption and Organized Crime, with the object:
Verification of the conditions and criteria for the assignment of the coercive personal security measure for the persons under investigation MK, HD, EI, R.Rr, AP, GH”, approving decision no. 125, dated 15.12.2025 of the Special Court of First Instance for Corruption and Organized Crime, regarding the dispositions against Ms. HD, Mr. EI, Mr. GH, Ms. MK, Mr. AP and Mr. R.Rr and decision no. 131, dated 18.12.2025 of the Special Court of First Instance for Corruption and Organized Crime. It also ordered the prohibition of the publication or disclosure of this decision until the closure of the preliminary investigations, in accordance with Article 103 of the Code of Criminal Procedure”.
