According to SPAK, behind this seemingly ordinary process, the involvement of the concession winners in its preparatory phase was hidden. This is due to the fact that the opinion of the chiefs of surgery was "forged" by those who then won the concession.
According to the Special Prosecutor's Office, the list of surgical sets and instruments was distributed to the chief surgeons for their opinion in September 2014 by the secretary of the former deputy minister of health, Klodian Rjepaj, with the note "order of the deputy minister".
From the examination of the e-mail of one of these doctors, it appears that this list is similar in form and content to the list presented by the company that won the concession. If it was printed on them, the inscription "Steritalia spa", an Italian company created and managed by Umbro Staccini, the Italian businessman, Ilir Rrapaj's partner in the concession company "Saniservice", appeared.
The responses of the chief surgeons were made part by part of the feasibility study of the concession. According to the Special Court, this shows the knowledge of Klodian Rjepaj and Umbro Staccini, as well as the involvement of the owners of the company winning the concession in its entire preparatory phase.
A week ago, by order of SPAK for the sterilization concession, former deputy minister Klodian Rjepaj and businessman Ilir Rrapaj ended up in prison. In the decision of their isolation, the Special Court identified legal violations also committed by the former Minister of Health, Ilir Beqja, and the former Minister of Finance, Shkëlqim Cani. / A2 CNN
