An investigation launched mainly in January 2021 by the SPAK special structure, has revealed the creation of a monopoly business that collects billions of lek from the medical oxygen trade in Albania.
According to SPAK, this monopoly has been concentrated in two companies since 2018, during the time when the Ministry of Health was headed by Ogerta Manastirliu.
Even after her departure as minister, monopoly trade has continued, with no competition between other private companies.
From the preliminary investigations, it results that at least from 2018 onwards, all procurement procedures developed by the Ministry of Health or by institutions dependent on this ministry, such as Regional Hospitals, for the purchase of the drug liquid or gaseous oxygen, have been acquired by "Messer Albagaz" and "GTS-Gazra Teknike Albanian" company.
Public tenders are either won through the Union of Economic Operators "Messer Albagaz" + "GTS-Gazra Teknike Albanian" or they are won separately.
It turns out that together the two companies have won 64 public contracts with an amount of benefits in Lek of 2,202,508,957.55 new Lek.
While the only company "GTS-Gazra Teknike Shqiptare" turns out to have benefited from 129 public contracts worth 2,613,944,618 new ALL.
Furthermore, a contract worth 60 million and 852 thousand old lek "GTS" has won together with the commercial entities "Hera" and "Anda".
But two other contracts with a financial value of 170,060,550 lek new "GTS-Gazra Teknike Shqiptare" has won the commercial entity "Dule", of the businessman Gazeli Dule for the purchase of transformers for the Tirana DSO Directorate.
While according to SPAK, the main names who are the people who draw up the economic offers and prepare the documentation to participate in the competitive procedures opened by the Ministry of Health, are the two employees of the company "GTS", Ervin Tushe and Alban Zoraqi.

The winner of billions from the medical Oxygen trade is "GTS-Gazra Teknik Shqiptar", which is owned by the Albanian oligarch Besnik Halili, referred to as "Niku" in the mafia intercepts of the prosecution for the "Ndragheta" mafia and the two Italian partners of the company "SOL" ” Giovanni Annoni and Giulio Fumagalli Romario.
While many billions are collected from the company "Messer "Albagaz" which was registered in September 2007, whose owner is a Serbian company, called "Messer Tehnogaz AD" represented in Albania by citizen Biljana Juzbasa.
Meanwhile, according to SPAK, the administrator of this company is a Bulgarian citizen, named Vladimir Vladimirov (Pictured).
Despite the fact that the administrator of the Serbian company "Messer "Albagaz" is Bulgaria's Vladimir Vladimirov, it turns out that for any transaction that exceeds the amount of 10 thousand Euros, the approval of the Technical Manager, which in this case is Stojan Angjellari or the Head of Finance, Migel Zallemi, is required.
Meanwhile, the investigation has revealed that this company has signed an agreement in 2010 for the purchase of the activity of the company "Sofigaz" in the amount of 3 million and 500 thousand euros.
"Sofigaz" in July 1996 turns out to be registered with partners Adrian Strazimiri, Stojan Angjellari and Pirro Gjinari.
In 1996, these citizens transfer 80 percent of the quotas to the Italian company "Multigaz Est srl".
With the changes made in the National Business Center on February 10, 2011, it turns out that the company "Sapio Produzione Idrogeno Ossigeno srl" turns out to be the sole partner of the company "Multigaz Est srl".
Currently, it is learned that the shareholder of the company "Sofigaz" is the Italian company "Sapio Produzione Idrogeno Ossigeno srl" in the quota of 90 percent, and Ardian Strazimiri in the quota of 10 percent.
From the above, it is stated in the SPAK file, Stojan Angjellari is the founder of the company "Sofigaz" and at the same time the Technical Manager of the Serbian company "Messer Albagaz".
In order to deepen the investigations on May 20, 2024, SPAK and the officers of the National Bureau of Investigation, carried out a check in the premises of the offices of "GTS-Gazra Teknike Shqiptare", seizing documents, computers and phones of 12 people, among them businessmen Besnik Halili, his wife Luneda Sufali, his brother Ergys Sufali and other people such as Aldo Muça, Gerti Idrizi, Elona Hoxhafi, Ervin Tushe, Alban Zoraqi, Ardian Strazimiri, Migel Zallemi, Stojan Angjellari and Ela Strazimiri.
