This month, the facilities with Germany came into effect for all those who are interested in studying or working in this country. The German government has called it the Chance Card. And in fact, Albanians continue to look for their chance abroad, at a time when developed countries, due to the aging of their population, are being aggressive in absorbing the labor force.

According to the data of the European Institute of Statistics, Albania was the third in the world for high asylum applications in relation to the population. In 2023, there were 331 applications per 100 thousand inhabitants from Albania against 17 applications per 100 thousand inhabitants, which is the average of all applications in the European Union.

But more worrying is the fact that those who leave the country and project their future in emigration are mostly young people.

During the last 10 years, over 64 thousand young people under the age of 18 from Albania sought asylum in one of the countries of the European Union, ranking our country fifth in the world after Syria, Afghanistan, Iraq that have been at war and Turkey. All these countries have a much larger population than Albania.

Where do Albanian citizens prefer to emigrate?

It turns out that France is the most preferred country for Albanians to seek asylum, with 38% of the total, followed by Germany with 24% of the total, Italy with 16% and Greece with 10% of the total applications.

Albanians have continuously emigrated in these three decades and the reasons were mainly economic. But in recent years, not only the unemployed or those with low income are leaving, but also intellectuals and the category that has a job with a good income.

The factors that are conditioning the departure are the weak education system, the weak health system and the lack of perspective.

For this, let's analyze the progress of wages.

The data show that in the last two years there has been an increase in wages, both in the public and private sectors. And labor shortages are currently putting upward pressure on wages. But this increase has been slightly felt in the pockets of employees, due to inflation, but also fiscal policy, in other words taxes.

This is because Albania has the highest tax rates for employees in the region, with several bands: 0, 8, 13 and 25%. While all other countries are below us. This means that we tax employees or labor more than everyone else and this is a factor that encourages emigration. After all, you can get a raise, but the government gets it through taxes.

On the other hand, Albania has the highest level of fiscal burden in the region for free professions, which includes intellectuals.

Freelancers are taxed from January 1 of this year at 15-23%, more than in all other countries of the Western Balkans. One more reason for the so-called middle class to leave.
