Corrupt officials, but also members of criminal gangs, seem to have found a method to escape the maximum penalty. Even though justice has started to move and SPAK is striking at the political level, almost all those who have been sentenced to date have been given a minimum sentence.
The most recent case was that of the affair with the properties in Lezhë, where the former mayor Fran Frrokaj was sentenced to only 1.4 years in prison, after benefiting from a reduced sentence due to the shortened trial. Almost everyone has acted like him, since when they see that they will not be found innocent, they ask for a shortened trial and in all cases GJKKO has accepted the requests. So in short, "summary judgment" is being used as a method to reduce the sentence by 1/3.
The abbreviated trial, as a special trial, in its essence has the acceptance of the acts collected during the preliminary investigation phase and avoids the taking of evidence in the court session and the debate related to them. But this phenomenon is becoming very common and the courts have accepted every request for summary judgment.

The same scheme was followed with the incinerators. Lefter Koka, Alqi Blako, the bosses of the incinerators and the other accused received a reduced sentence due to the shortened trial. Even Stela Gugallja, Klodian Zoto and Mirel Mërtiri benefited from a shortened trial on the run.
Lefter Alla, the former mayor of Bulqiza, who has also followed the same path, is added to the list. The court also granted summary judgment to the former General Secretary of the Ministry of Justice, who was caught bargaining with tenders. Even Fatmir Mediu tried to throw it at him in the same way. Initially, the court accepted the summary trial, but when he felt that he could be punished, the former minister asked for a summary trial.
The same scheme was followed in the file of the former Secretary General of the Ministry of Finance. The court accepted the request of the former General Secretary of the Ministry of Finance, Arlind Gjokutaj, for the separation of the case for ordinary trial, while the other two, namely the bailiff Alban Ruli and the beneficiary of the property Ilir Thana, requested a shortened trial, a request which was accepted.
Not even contingents of crime have been left behind. From the cocaine convict Arbër Çekaj to other well-known characters, the most recent case is the "Spirti" file. The GJKKO gave 150 years in prison to the 15 members of the group involved in the international drug trafficking scheme, but almost all received a summary trial. Another case is the property robbery scheme in the South led by Elidon Gjikoka, where the summary trial came into play again.
The case that shows how dangerous this type of judgment is, is that of Dan Hutra, who massacred 3 women. He had earlier killed his wife and at the time the maximum sentence was 26 years, but he had asked for a summary trial and the sentence was reduced to 16 years. Benefiting from parole, Hutra got out of the cell in a few years and then committed a massacre.
So, it has almost become fashionable where all the accused, the moment they realize that they will be punished, ask for a summary trial. But with this scheme, most people give up, especially the rulers.
